5/17/24, about 9:20AM, Licensing Program Analysts (LPAs) T. Tran and A. Carter arrived at the above licensed facility to conduct an annual inspection. Upon arrival, LPAs met with Facility Representative (FR), Keokuk Lagarde, ELC Compliance, Quality Assurance and Blanca Litzinger, ELC Manager. About 9:40 AM, we toured all the accessible areas. All adults have fingerprinted cleared and associated to the licensed facility. LPAs observed proper care and supervision of children and ratios. The current hours of operation are 7:30AM-2:30PM; Monday through Friday.
This is a Preschool located on the Elementary School premises. There is no extended care offered. LPA observed all posting requirements for operation on the posting board LIC 203A-License, LIC 610 A-Emergency Disaster Plan, LIC 9148-Earthquake Preparedness Check List, PUB 394-Notification of parent’s rights poster, LIC 613A- Personal Rights, PUB 269- Child Car Seat Law, Menus, and Activity Schedule. Staff and children records were reviewed for completed. LPA observed current CPR and First Aid Certification for all center staff.
Furniture and equipment were inspected for age appropriateness and good repair. Telephone service, heating, lighting and ventilation were evaluated. Children napping equipment met the requirement regulation. Storage for children's belongings, bathrooms facilities, and isolation areas were inspected. Children drinking water observed by the use of igloo and disposable cups. First Aid supplies were inventoried. A review of medication policy, including administering, labeling, storage, and records was made. Documentation of current Fire & Earthquake drill was observed.
Facility provided breakfast, lunch and snacks. LPAs observed menus posted. All food items were provided by the Elementary cafeteria ready to serve.
Outdoor play area observed. Outdoor equipment was inspected for safety, cushioning material, good repair and age appropriateness. Required shade, drinking water and fencing were inspected. Play area was inspected for hazards and inaccessibility to bodies of water.
LPAs informed of the responsibility to report suspected Child Abuse by calling the Child Abuse Hotline at 1-800-540-4000. Also call the Community Care Licensing office and follow up with a written Unusual Incident/Injury Report (LIC 624B).

LPAs informed the Childcare Advocate Program (CCAP) to provide many other helpful resources to the licensees and the public. Visit www.cdss.ca.gov to receive important updates.
Beginning January 1, 2018, Health and Safety Code 1596.8662 requires all licensed providers, applicants, directors and employees to complete training as specified on their mandated reporter duties and to renew their training every two years. Volunteers are encouraged but not required to take the training. Existing licensees must meet requirements by March 30, 2018. New employees shall have 90 days from the date of employment to complete training as required. This training requirement may be met by using the Department’s Office of Child Abuse Prevention (OCAP) online training modules. Visit: https://mandatedreporterca.com

Facility representative was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. During the exit review, the licensee confirmed that there are no Registered Sex Offenders living in the facility and LPAs completed the RSO profile in FAS.
No deficiency was cited during today’s visit. Notice of site visit was given and must remain posted for 30 days.
