13 | Licensing Program Analysts (LPAs), T Tran and A. Carter arrived at the above licensed facility to conduct an unannounced subsequent complaint inspection for the purpose of concluding the investigation of the above allegations. Upon arrival, LPAs met with licensee, Francis Tomas, her employee, Sandra Padilla with four children in care. LPAs observed proper care and supervision.
Based upon the evidence obtained during the course of the investigation through interviews, record reviews, and observation, the evidence does not support, nor disprove the above allegations that licensee pulled daycare child's hair or inappropriately communicating with the children occurred at the facility. There were no witnesses observed licensee's pulled daycare child's hair. Licensee denied of the allegation of telling the daycare children that the home has hidden cameras capturing their movements. Therefore, the allegations have been determined unsubstantiated. Unsubstantiated – A finding that the complaint is unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violation occurred.
A notice of site visit was given and must remain posted for 30 days.
Exit interview conducted and report was reviewed with the facility representative, Francis Tomas.
