13 | On 1/27/23 Licensing Program Analyst (LPA) Alicia Mooberry conducted an unannounced complaint inspection to the above facility. LPA met with Licensee, Elvira Ceron, and informed of the reason for the visit. Licensee guided analyst on a tour of the facility. There were five (5) napping children present. Also present was Justino Ceron, Co-licensee. The facility was within licensing capacity and ratio.
During the course of the investigation, LPA reviewed documents and conducted interviews with pertinent parties. LPA interviewed five parties, none provided evidence to corroborate the allegation that the provider had violated a child's personal rights. LPA was unable to interview any eyewitness to the alleged violation. Per interviews, the Licensee’s discipline policy is to talk to the children and offer an alternate activity and speak with their parent regarding disciplinary issues.
Based on information obtained during the investigation, the allegation was determined to be unsubstantiated. An unsubstantiated finding means that although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violation occurred. ---Page 1 - Report Continues |
