On 02/05/2025 at 8:30 am, Licensing Program Analysts (LPAs) Mariah Aguirre and Mary Silva conducted an unannounced annual inspection to the above facility. A risk assessment was conducted upon entry. LPA’s met with Licensee Sandy Bruno who led LPAs on a tour of the facility. This is a large family childcare home and per licensee there are 26 children enrolled including 5 infants. Per licensee, there are never more than 4 infants present during hours of operation. At the time of inspection, there were four adults present. Per licensee two of the adult individuals present were licensee’s husband and mother, while the fourth individual present was licensee’s assistant.

This is a single-story home consisting of four bedrooms, two bathrooms, and a detached garage. Inside the home, per licensee the areas that are inaccessible to children in care is a living room, a kitchen and small dining area, three of the four bedrooms, one of the bathroom, detached garage and front yard. Per licensee the fireplace in the living room is not operable. Per licensee there are two pet dogs in the home, and two caged birds that were observed in their cage in the living room at the time of inspection. Per licensee, all pets in the home are inaccessible to children in care. The children have access to one bedroom that is used as a classroom and napping area for children in care and the den is used as the main space for children to play, eat, and conduct other activities. There is a backyard outside play area consisting of two fenced yards accessible to children for outdoor play activities, and a fenced area inaccessible to children containing a pond with frogs and a large bunny. This area is fenced off by a five-foot-tall iron fence with chicken wire three feet high to block the spaces between the fence. LPAs reminded licensee that all individuals living in the home over the age of 18 must be fingerprint cleared. At this time a current children’s roster is available for review, and per licensee hours of operation are 7:00 AM to 5:00 PM Monday through Friday.

Per licensee meals are provided to children in care. Meals provided are breakfast, lunch, and PM snack. Per licensee, the infants’ parents provide breast milk or formula for all infants in care.

The following was observed and reviewed during this inspection. Cleaning compounds were observed to be inaccessible to children in care and are kept in the laundry area above the washer and dryer, out of children’s reach. Per licensee, there are no poisons kept in the home.

The restroom that children use was observed to be safe and sanitary. Per licensee, the form of contact kept at the facility is both through a land line and licensee’s cell phone during facility’s operating hours. Per licensee all parents of children enrolled have both forms of contact from licensee. The home as well as the designated area that the day care operates are observed to be clean and orderly. Per licensee, there is central heat in the home, and wall air conditioners in all rooms accessible to children in care. There are appropriate toys readily available for children’s use.

Per licensee, children nap in the room used as a classroom. All infants sleep in their own pack and play and per licensee, no blankets or toys are allowed in the pack and plays, only a tight fitted sheet is used for the mattress inside of the pack and play.

Upon observation, there are two first aid kits readily available for use if needed. Both first aid kits were observed to be complete with all required materials inside,

LPAs observed the following required posted documentation on the wall inside of the den. The following forms were observed. Facility License, (LIC) 9148- Emergency Disaster Drill Form, Publication (PUB) 394- Notification of Parent Rights, Licensing Form LIC 9040- Facility Roster.



At 9:30 AM, LPAs observed a fire extinguisher serviced on 02/05/2025. LPAs reminded licensee that the fire extinguisher must be serviced yearly or purchased every year with the receipt attached for review. Smoke and carbon monoxide detectors were tested and are operable. All homes shall conduct fire and disaster drills at least once every six months and document the date and time of each drill. Per licensee, emergency drills are conducted every day during learning time. The last drill was conducted on 2/5/2025. Smoking is prohibited in a licensed Family Child Care Home. Per Licensee, no one smokes in the home.

At 10:00 am, children and adult’s records were reviewed, including emergency information. Child #1 does not have a file on record and child #2 is missing parents’ rights and immunization records. For the adult files, licensee has an expired mandated reporter that expired February 2021, and licensee’s assistant’s mandated reporter expired August 2024. Per licensee, a sleep log is not being kept for all infants under 2. Based on the above information, Type B citations will be issued.

LPA discussed the safe sleep regulations and discussed the Child Care Licensing Safe Sleep webpage at http://www.cdss.ca.gov/inforescources/child-care-licensing/public-information-and-resoucrces/safe-sleep as an additional resource. LPA also informed applicant/licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at http://www/cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Required infant forms were provided and reviewed for future infant enrollment.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Megan’s Law - Family Child Care Homes During the exit interview, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

Based on Licensing staff observations and records review, the following deficiencies listed on the attached LIC 809D (deficiency page) are being cited in accordance with California Code of Regulations Title 22.
