On 04/29/2024 at 10:05 am, Licensing Program Analyst (LPA), Crystal Green conducted an announced Case Management inspection for a change in licensed capacity. Upon arrival, Licensing Staff met with Facility Representative Petra Cervantes and Nancy Galvez. This facility is currently licensed as a Head Start program with a capacity of 42 children serving ages 3 until entry into kindergarten in classrooms 1, 2, and 3. The Licensee, Para Los Ninos, has requested to reduce their licensed capacity to 30 and update their starting enrollment age to include 2 until 5 years old and will operate out of EHS Classroom 1, EHS Classroom 2, and HS Classroom 1.

This Facility is located on the premises of the Cypress Park Christian Church. Per Facility Representative, the church does not operate during school hours. There is a designated pickup and drop off area for parents which will be located from Roseview Avenue. The Head Start Program has its own entrance separate from the church.

The Facility hours of operation are Monday to Friday from 8am to 4pm. Present during today’s inspection were 12 children with 2 staff. Appropriate ratios and supervision were observed. All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Facility staff that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities.

LPA continued to tour the facility. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via water dispenser machine. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property.

LPA observed a total of 3 sinks and 3 toilets available for children’s use. These are sufficient to accommodate the licensed capacity of 42 children. LPA also observed a changing table located within both EHS Classroom 1 and EHS Classroom 2.

The facility currently has a fully fenced playground area. Shade is provided via shade canopies. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. Facility Representative was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

During this inspection, Licensing staff consulted with Facility Representatives regarding the licensing requirements for a toddler option attached to a preschool program versus a stand-alone preschool program. No measurements were obtained during this inspection. Per Facility Representative Petra Cervantes, confirmed that the facility enrollment age will start at 2 years old, and the licensed capacity will remain at 42 children. LPA Green informed Facility Representative that an updated LIC 200A will be needed to reflect the starting age of 24 months or 2 years old and the licensed capacity of 42. Once received the license comments will be updated to reflect the starting enrollment age of 2 years old.

A notice of site visit was given to facility representative, Petra Cervantes, and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.
