On 3/29/22, Licensing Program Analyst’s (LPA’s) Lilli Babcock and Roxana Lopez conducted an unannounced annual inspection to the above facility. At 8:50 am, LPA’s arrived at the facility and door was answered by Licensee Laura Jauregui to whom introductions were made and the purpose of the visit was explained. A COVID19 Risk Assessment was done prior to entry into the facility. Also present during this inspection were licensees assistant and daughter who have fingerprint clearance and are associated to the facility. Licensee stated that she currently has 10 children enrolled including 2 infants, and there were 9 children present at the beginning of the inspection and a 10th child arrived during the inspection between 9:00 am and 9:20 am. Licensee provided a children’s roster to LPA’s upon request. Licensee stated her hours of operation to be 7:00 am to 5:00pm Monday through Friday.

This is a one-story home which consists of 3 bedrooms and 3 bathrooms, kitchen with table and chairs, and living room. LPA’s observed a detached garage located at the rear of the property, which has been converted into a one-room classroom, bathroom, and laundry room.
Areas accessible to children include living room, one bathroom, and one bedroom on the right side of the home as well as the concreted area between the home and garage which is partially fenced. Areas off-limits to children include bedroom adjacent to accessible bedroom and

bedroom with on-suite bathroom on the left side of home, kitchen with eating area, and laundry room.
Licensee stated she provides food for children in care. Licensee also stated there are no weapons or firearms in the home and none were observed on this day.

LPA’s began a guided tour of the facility by Licensee. The tour began by the front entrance which leads right into the living room. The kitchen is located behind the living room and was made inaccessible to children with a child proof baby gate. Knives were observed to be in an upper cabinet and inaccessible to children. A bird in a cage was observed in the kitchen as well. LPA's observed a can of Raid under the sink in a cabinet locked with a magnetic cabinet lock. LPA's advised Licensee that all poisons need to be locked with a combination or key lock. Licensee will send LPA a picture of the combination or key lock that will house the can of Raid and any poisons obtained in the future. Next, LPA’s were led to the bathroom to the right of the kitchen and living room. The bathroom was inspected and found to be compliant with all regulations. A bedroom next to the bathroom was inspected and contained 3 cribs, 6 highchairs, 3 feeding chairs, 2 swings, multiple sleep mats, and a playpen. One dog crate was also observed; however licensee states the dog is not here during the day while children are in care. LPA’s were also shown an off-limits bedroom and on-suite bathroom located on the left side of the living room. This room is made inaccessible by a child proof door handle. The room was inspected and will be used for ill children if needed. Licensee stated her assistant will sit with the ill children until picked up by parents. LPA's observed the parent board with all required licensing documentation in the entry area of the home.



LPA’s observed two 2A 10BC fire extinguishers. One is in the kitchen area and one is located in the converted garage/classroom. Both were last serviced on 6/22/21 as indicated on service tag. Combination smoke and carbon monoxide detector was tested at 9:20 am and was operable at the time of the visit.

LPAs inspected the outdoor concreted play area located between the home and garage/classroom. The outdoor play area was observed to be partially fenced but licensee stated children in care are constantly supervised while outdoors. There are age appropriate toys and equipment for the children to use outdoors and indoors. Although Licensee states that while children are playing on large plastic play structure they are constantly supervised by placing an adult on both sides of structure at all times, LPA's recommended to licensee to place existing stack of rubber mats, located outside, under and around larger play structure for padding. Lastly, LPA’s toured the converted garage/classroom as well as bathroom located to the right of the room and inaccessible laundry room located to the left of the garage.

All 10 children’s records files were reviewed including emergency information and were observed to be complete. Staff files were also inspected and were also complete for licensee and her assistant. CPR/first aid expires on 1/2/2023 for both licensee and assistant and AB1207 is good until 5/12/23 for licensee and 3/1/2023 for her assistant. Licensees daughter helps as needed and has cpr/first aid and all immunization's.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm.



Based on the LPA’s observations and records review, no deficiencies are being cited in accordance with California Code of Regulations, Title 22. However, LPA did issue a Technical Advisory regarding placing existing stack of rubber mats, located outside, under and around larger play structure for padding. LPA also issued a Technical Violation regarding Raid under the sink in a cabinet locked with a magnetic cabinet lock. Licensee will send LPA a picture of the combination or key lock that will house the can of Raid and any poisons obtained in the future.

A notice of site visit was given and must remain posted for 30 days.

Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
