| Information from the complainant indicates that Staff #2 at the facility mishandled day-care child in a rough manner and that Staff #2 left a day-care child outside without supervision for a long period of time as a means of punishment. Per complainant, the facility does not adhere to teacher-child ratio for their component.
Director states that they have not witnessed any staff member handling a day-care child in a rough or inappropriate manner. Director has not had to speak to any staff member regarding how they discipline children at the facility. When asked by licensing staff what the appropriate teacher-child ratio was, director stated 1 to 4 for infants and 1 to 6 for toddlers. Per director, they are never out of ratio. Licensing staff observed appropriate ratio during inspections.
Children were unable to be interviewed during course of investigation due to being nonverbal age.

Interviews with other adults involved with the investigation made no disclosures regarding the above allegations.
Based upon the evidence as presented above, this agency has investigated the allegation above and has determined that the allegation is Unsubstantiated. Although the allegations may have happened or is valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegation is unsubstantiated.

Exit interview was conducted with Director Jasmine Kouyoumdjian, at 10:50am, including, but not limited to Provider Rights, Appeal Procedures and Agency’s Consultative Role.
The Notice of Site Visit (LIC 9213) – must remain posted for 30 days during the hours of operation after each site visit by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00.
