Licensing Program Analyst (LPA) Seung Lee conducted an unannounced complaint inspection. Upon arrival LPA Lee met with Director Esther Choe

During the course of this investigation, LPA Lee conducted interviews, reviewed documents, and made observations in regards to the above allegation.

The complaint alleges that food served at the facility is not properly stored and maintained. The complaint goes on to allege the food does not follow the menu and is left uncoevered which leads to flies having access to the food before it is served. The complaint stated that the cafeteria smells and that trash is not taken out everyday which leads to bad odor. LPA Lee observed that the facility does not really have a cafeteria. The meals provided by the facility is brought to each classroom where the children eat their meals. LPA Lee observed that on the previous unannounced inspection conducted on 10/13/2022, and on this date the facility was following its posted menu. LPA Lee observed that on this date the posted menu stated pasta, bread, fruits, and mlik. LPA Lee observed the kitchen staff take the food to the classrooms from the kitchen. LPA Lee observed that on this date, the food did not look uncovered and did not notice any type of bad odor.

The Director stated that trash is taken out of the facility into the outdoor trash can located outdoors everyday by the facility staff. LPA Lee did not notice any type of odor that stood out while touring the classrooms for the preschool program during the previous and today's unannounced inspections. It is not clear if the cafeteria mentioned in the allegations is talking about a specific room. During todays inspection, LPA did inspect the teacher's lounge area next the Director's office. LPA Lee did not notice any type of bad odor coming from the teacher's lounge room.

It was also not made clear if the food that was uncovered was during a specific time period. This facility serves food to children multiple times a day and the procedures observed on this date was for the lunch period. During prior inspections, the kitchen where the food is prepared and stored were observed. LPA Lee did not notice any type of negligence with unopened food or trash can lids during the course of this investigations.


Based on the evidence collected during the investigation, the allegations that facility is not properly disposing of trash, facility cafeteria is malodorous, and children are served food that is not of quality may be valid. However, there is not enough preponderance of evidence to prove the alleged violation(s) did or did not occur, therefore at this time the above allegations are found to be unsubstantiated.

The notice of site inspection must remain posted for a period of 30 days during hours operation. Failure to maintain posting will result in a civil penalty of $100.00 dollars.
