25 | Licensing Program Analyst (LPA) Nolan Tcheng conducted an unannounced random annual inspection to the above facility. At 8:45am, LPA met with licensee Ling Cao. Also present during this inspection, is Co-licensee Bob Chiang. The licensee states that they currently has 5 children enrolled. A current children’s roster is available and is current. Licensee’s hours of operation are 7:30am-6:30pm Monday-Friday.
This is a one-story home which consists of 3 bedrooms, 2 bathrooms, kitchen, front room, living room, front yard and backyard (fenced). The children use front room, living room, kitchen, 1 bathroom, and the backyard. Per licensee, areas off limits to children and parents include: 3 bedrooms and front yard. All areas identified on the facility sketch were inspected. The licensee provides food for children in care.
The licensee states that 4 adults and 0 minors currently live in the home. Persons living in the home are identified on a confidential form. All individuals present in the home have obtained a criminal record clearance or exemption prior to working, residing or volunteering in a licensed home. Per licensee, there are no weapons, firearms or bodies of water on the premises.
At 9am, LPA was led on a tour of the facility by the licensee. Upon entry into the home, LPA observed the front room. Emergency Disaster Plan, Parent’s Rights Poster and the Facility License are observed to be posted. Fireplaces and open face heaters are inaccessible to prevent access by children. There were cubbies available for children in care. There are first aid supplies available. Per licensee, front room will be used as an area for an ill child until an authorized representative comes to pick up child. At 9:10am, a fire extinguisher was observed. The valve on the required 2A 10BC fire extinguisher indicates fully charged and was purchased on 03/19/2024, as indicated on receipt. Per State Fire Marshall standards, fire extinguishers shall be serviced annually. LPA discussed with licensee that the fire extinguisher needs to be serviced each year. Licensee states they had forgotten and will get it done immediately.
