On 10/23/2025, at 9:30am Licensing Program Analyst (LPA) Evelyn Garcia conducted a subsequent unannounced complaint inspection and met with licensee for the purpose to conduct additional interviews and delivering findings of the above allegation. Upon arrival LPA observed 5 children present and 2 adults providing care and supervision.

The investigation consisted of interviews with staff, relevant parties and document reviews. The interviews conducted revealed that the facilities teacher to child ratio is in compliance and is within maximum capacity of 14 children. LPA reviewed the facility roster to verify amount of children enrolled, and revealed that there are only 12 children enrolled during inspection. The facility was visited on 8/1/25 and 10/23/25, the teacher to child ratio and maximum capacity was in compliance. Based on the information obtained during interviews, LPA's observations, there are inconsistent statements and the above allegation have been deemed unsubstantiated. A finding that the complaint is unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violation occurred.
