Licensing Program Analysts (LPAs) Susann Sanchez and Joshua Ortega conducted an unannounced annual inspection and met with Licensee Claudia Sandoval who guided LPAs a tour of the facility. Per Licensee hours of operating hours are Monday to Friday from 7:00 a.m. to 6:00 p.m. and care for children ages 0 to 12. Licensee has a dual license with RFA#19R001108.

Family members residing in the home has been discussed with Licensee and are cleared. This facility is a one-story home that consists of three bedrooms, one full and half bathroom, kitchen, living room, dining area and front yard and backyard (fenced and gated). All areas identified on the facility sketch were inspected that children use. Areas that are accessible to children and identified on the facility sketch include; living room, half bathroom, kitchen/dining area and front yard. Off limit areas include: 3 bedrooms and back yard. LPAs advised Licensee to submit an updated sketch to the department to show the front yard in "on limits" and the backyard is "off limits." LPA observed all off limits areas closed and a child proof on the doorknobs making it inaccessible to children to open the doors.

Facility was inspected the facility for safety, comfort, cleanliness, ventilation and working phone (cell phone). For ventilation, There is central AC/heater between living room and dining room. LPAs observed cribs, furniture, children materials, to be in good condition and age appropriate.

LPA reviewed required posted documentation for Facility License, Publication (PUB) 394- Notification of Parent Rights and Licensing Form (LIC) 9148- Earthquake Preparedness form. Facility records were reviewed for LIC 9040- Facility Roster, LIC 610- Facility Disaster Plan and Disaster drill log, last drill conducted on 07/2/24. Smoke and carbon monoxide detectors were not able to be tested and due to children sleeping. Licensee will FaceTime LPA on Tuesday 07/16/24 at 9am. Fire extinguisher indicated fully charged and was serviced in 03/27/24. The home is observed to be clean and orderly. There are toys and other age appropriate material available for children. LPA observed that detergents, cleaning compounds and medication are inaccessible to children.

Licensee understands that all poisons must be lock, not only inaccessible to children. Isolation area for sick children waiting to be picked up is in the front enterance, away from the other children. Per Licensee there are no firearms or weapons stored in the home.

Currently licensee cares only cares infants (3). LPAs reminded Licensee of the following: Napping equipment does not block entrances or exits. LPA discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/ safe-sleep as an additional resource. LPA also informed Licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www. cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Children’s records were reviewed and included (LIC) 282- Affidavit Regarding Liability Insurance, Immunization Records, LIC 700- Identification and Emergency Information, LIC 627- Consent for Medical Treatment, LIC 995A Notification of Parents’ Rights, Sleeping log, and the LIC 9224. Licensee has completed the required Health and Safety Training, Pediatric First Aid and CPR (expires 05/4/25) and Mandated Reporter Training (expires 07/10/25). LPAs reviewed immunization against measles, pertussis and influenza on file. Licensee currently has 1 assistant. Staff records were reviewed for approved Pediatric First Aid and CPR certification, LIC 508-Criminal Record Statement, LIC 9052- Employee Rights, Proof of immunizations against measles, pertussis and influenza or influenza declination, TB clearance or risk assessment, LIC 9108- Statement of Child and Mandated Reporter Training Certificate (expires 07/10/25) and CPR & 1st Aid (expires 03/13/25).

Children are using the front yard for outdoor play. The outdoor play area was observed to be fenced. LPA observed that the outdoor yard has toys and other materials for children to play with. LPA did not observe any objects that could be hazardous to children in care. Facility is located on a main street, per Licensee is always outside when children are outside. There are no pools or spas, or other bodies of water.

The department was notified that there is currently an open complaint under the facility foster license. During inspection, LPAs conducted attempted interviews with children in care. Licensee and staff was also interviewed.

Licensee was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Licensee was informed of the MyChildCare.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resources and Referral Agencies (R&Rs) throughout California.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. During the exit interview Licensee Sandoval, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

There are no citation during today's visit. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Licensee, Sandoval.
