25 | On March 11, 2025, at 12:30 pm, Licensing Program Analysts (LPAs), Priscilla Ochoa and Crystal Green conducted an unannounced Case Management inspections for a decrease in the licensed capacity. LPAs met with Director, Angineh Hambarchian who guided LPAs on a tour of the facility. This facility is currently licensed as a preschool program with a capacity of (175) children serving ages 2 to 5 years old in (7) classrooms: Starfish (Rm 933), Sea Turtle 1, Sea Turtle 2 (Rm 306), Dolphin, Seahorse 1 (Rm 304), Seahorse 2 (Rm 305), and Red (Rm 307). The Licensee, The Sand Castle Preschool, Inc., has requested to decrease their overall licensed capacity to (154) children by removing the Red room (room 307) from the license.
The hours of operation will be Monday through Friday from 7:30 a.m – 5:30 p.m. Present during today’s inspection were 87 children with 14 staff. Appropriate ratios and supervision were observed. All indoor and outdoor activity space utilized for the children was inspected today. LPAs Ochoa and Green informed Director, Angineh Hambarchian that staff are required to always maintain direct visual supervision of the children during indoor and outdoor activities.
LPAs continued to tour the facility and measured the indoor activity space that will be removed. The total measurements of removed space equals 767.87 square feet. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via each child’s personal water bottle. LPAs observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property.
