Licensing Program Analysts (LPAs) Cynthia Reyes and Mary Silva, conducted an unannounced site inspection to investigate the above complaint allegation. LPAs met with Director Emilene Jule, who the complaint was gone over and a tour of the facility was conducted.

During the course of this investigation, LPAs conducted interviews with staff, children and parents and received and reviewed a copy of cetain documents from children and staff files.

Allegation: Staff yell at daycare children. Specifically, the allegation was Staff #1 (S1) yelled at Child #1 (C1). Several interviews were conducted and revealed that there were no witnesses or statements to corroborate the allegation that S1 yelled at C1. S1 denied yelling at C1. Per interviews it was stated S1 is firm and load but does not yell. It was also stated that staff do fget frustrated, however they do not yell.
Parent interviewed did not have any concerns regarding the staff or the care provided to their child.

This agency has investigated the complaint alleging: Staff yell at day care children. Based upon the evidence as presented above, this agency has investigated the allegation and has determined that the allegation is unsubstantiated. Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is unsubstantiated. No deficiencies are being cited for the allegation listed above.

Exit Interview conducted with Director Emilene Jule. The Notice of Site Visit (LIC 9213) – was given and must remain posted for 30 days during the hours of operation after each site inspection by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00
