On 04/04/2023 at 8:30AM, Licensing Program Analyst (LPAs) Mary Silva and Cynthia Reyes conducted an unannounced required 1-year inspection. LPAs met with Director, Emilene Jule who guided the LPA(s) on a tour of the facility. This is a preschool program licensed for 132 children which operates Monday through Friday from 6:30AM to 6:30PM. Per the director there are 132 children enrolled. Facility also has an infant program, license number 198019318.

The program consists of 4 classrooms: LPA(s) observed, Advanced Primary Room and Kinder Room: 34 children with 4 teachers, Kinder Room was combined with Advanced Primary Room during the tour, Pre-Primary Room and Primary Room were also inspected: 54 children with 7 Teachers were observed. Teacher-child ratios were observed to be in accordance with Title 22 Regulations.
LPA(s) observed a changing table in the Pri-Primary Room, with no sink within arms reach.
Age-appropriate sinks and toilets were inspected for availability and good repair in additional classroom.

Staff names were recorded. All children were observed to be under supervision, including visual observation. Licensed facility is within the conditions, limitations, and capacity specified on the license. Food Menus, First Aid Kits, Water pitchers and cups were observed in each classroom.

The facility provides all meals for the children. All kitchen areas/food preparation areas and food storage areas are kept clean and are free of litter, rubbish, rodents, and/or any other vermin. Trash cans used to discard food have tight fitting lids or solid waste bags shall be discarded immediately after each meal.

The classroom furniture and equipment were inspected for good repair, free of sharp, loose, or pointed parts. All indoor classrooms were inspected to ensure that the floors have a surface that is safe and clean. All toilets and washing facilities are in safe and sanitary operating conditions. All materials and surfaces accessible to children are toxic free. Cots were observed in the following Rooms: Advanced Primary Room, Pre-Primary Room and Primary Room, sheets are sent home daily for cleaning.

Outdoor playground equipment is in safe condition, free of sharp, loose or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. All areas around or under high climbing equipment, swings, slides, and similar equipment are cushioned with material that absorbs a fall. There is adequate shade in the play yard. Water pitchers and cups are taken outside during for outdoor play.


The Director states that there are no bodies of water on the premises and LPA did not observe any bodies of water during this inspection. Director states there are no weapons or firearms on the premises.

Sign in and out sheets were reviewed to ensure that the person who signs the child in and out uses their full legal signature and records the time of the day. LPAs reviewed staff records. Criminal Records Clearance for adults and verification of CPR/First Aid and health preventative practices documentation was reviewed.

Children’s Records were reviewed to ensure that Identification and Emergency form and a medical assessment are on file.

Per Director, ill children are isolated in the main office and use restroom adjacent to office while waiting for pick up.

SB792 (Immunization Requirements for Staff and Employees) was discussed with the Director. The Director and staff do currently have immunization documentation.

AB1207 Mandated Child Abuse Reporting – On or before March 30, 2018 any person who works in a child care facility shall complete the training and renew the training every 2 years. Website provided: https://www.mandatedreporterca.com/training/child-care-providers.


This facility provides Incidental Medical Services for 6 children. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice.


Carbon monoxide detectors and smoke detectors are present and are in operable condition in the facility. Smoke and Carbon Monoxide detectors should be checked, and batteries replaced as needed. The fire extinguisher type 2A-10BC (Service date 11/2/2022) must be serviced annually or as often as necessary. Hazardous items including poisonous cleaning compounds were observed to be stored inaccessible to children. Emergency disaster drill was last conducted on 03/15/2023.

LPA advised the licensee to access forms, regulations and quarterly updates on the Child Care Licensing website at: www.ccld.ca.gov.

Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

To improve the quality and value of the new inspection process, a survey will be sent to the email address provided. Please complete the survey and share your inspection experience. Based on the LPA’s observations and records reviews, the following deficiencies listed on the attached LIC 809D (deficiency page) are being cited in accordance with California Code of Regulations Title 22. Deficiencies that are being cited need to be cleared to protect the children’s health and safety.

A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.

An exit interview was conducted, and a copy of the report was provided to Director, Emilene Jule along with appeal rights.
