| On 03/16/2026, Licensing Program Analysts (LPAs) Mary Silva and Caroline Nguyen conducted an unannounced case management inspection for an Action Level Exceedance (ALE) detected in two water fixtures in the facility. LPAs met with Program Director, Rosa Ducoing who guided LPAs on a tour of the facility. LPAs observed 16 children in care with 7 staff members. Facility was within ratio & capacity.
LPAs reviewed new Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, which requires the testing of water for lead in Child Care Centers (CCCs) with facility director during the inspection. Per AB 2370, all CCCs that are located in buildings constructed before January 1, 2010, must have their water tested and post the results by January 1, 2023, and every 5 years after the date of the first testing.
Facility provided facility sketch and required forms LIC 9276, LIC999 and LIC9275 on inspection conducted on 01/11/2023.
On 04/26/2023, the Department received notification from the State Water Resources Control Board (SWRCB), Division of Drinking Water (DDW). The SWRCB report indicated the facility was inspected and samples were collected on 04/26/2023. Faucets and drinking fountain reported with 5.5 ppb or greater lead exceedance levels were as follows:
R – Classroom Sink (7.3 UG/L) – Not in use located in classroom #707.
S - Drinking Fountain (8.2 UG/L) - Not in use located in the hallway between classroom #1 and classroom #2.
Program Director stated that the facility does not use the sink in classroom #707 and the drinking fountain in the hallway between classroom #1 and classroom #2. Per Program Director and LPAs observations, classroom #707 is not occupied and currently being used as storage space. Per program director a work order has been placed to place a cap on both outlets. Facility has put an "out of order/do not use" sign on and around the classroom #707 faucet, and on the drinking fountain in the hallway making it inaccessible for children. Program Director stated that the facility provides filter water from a company called Primo formerly known as “Sparkletts”. Children drink freely with paper cups from a water dispenser. The food preparation faucets did not have lead exceedance levels.
Grant funding will be available for testing and remediation of lead to the Child Care Centers that qualify. To make a determination of eligibility, refer to PIN 21-04-CCP. The facility is not being cited as none of the faucets with lead exceedance are being used for consumption or food preparation.
An exit interview conducted and a copy of this report was provided to Program Director Rosa Ducoing along with Notice of Site Visit and appeal rights were provided to facility.
