Licensing Program Analyst (LPA) Elka Chavez conducted an unannounced 1-Year Required inspection. LPA met with Director, Natasha Maldonado-Aubry who guided LPA on a tour of the facility. This is a School Age Program licensed for 65 children. Per the Director there are 25 children enrolled. The program currently operates Monday thru Friday from 6:30 AM to 6:00 PM.

All areas identified on the facility sketch were inspected. Upon arrival, LPA observed 8 children with 2 staff. Teacher-child ratios were observed to be in accordance with Title 22 regulations. The facility is within the conditions, limitations, and capacity specified on the license. Staff names were recorded. All children were observed to be under visual supervision of a teacher at all times.

Furniture and equipment were inspected for good repair, free of sharp, loose, or pointed parts. The classroom was inspected to ensure that the floors have a surface that is safe and clean. The facility has central air and heat. All toilets and hand washing facilities are in safe and sanitary operating conditions. All materials and surfaces accessible to children are toxic free. At this time, the opposite side of the classroom is used as the designated ill isolation area. There is a cot in the staff restroom. Parents are contacted immediately when children are determined to be ill. A first aid kit is kept in the classroom. Smoke detectors are present and fire extinguishers have been serviced in May 2023.

Snack menus were reviewed to ensure that they are being posted at least one week in advance and visible to an authorized representative. The facility provides breakfast and snack during summer session. Parents bring lunch from home. All kitchen, food preparation, and storage areas are clean, free of litter, rubbish, and rodents/vermin. Water is retrieved from the kitchen sink and placed in a Brita water jug for children. All storage containers for solid waste, including moveable bins, have tight fitting covers on and are in good repair. Disinfectants, cleaning solutions, poisons and other items that are dangerous to children are stored in

an area inaccessible to children. Storage areas for poisons are locked. Facility has one or more functioning carbon monoxide detectors that meet requirements.

The outdoor equipment was inspected for safety, cushioning material, good repair and age appropriateness. Required shade and fencing were inspected. LPA Chavez advised Director, Natasha Maldonado that the children need to be within the direct care and supervision, including visual supervision of the teacher(s) at all times. LPA observed staff take the Brita water jug outside for children to drink. Play area was inspected for hazards and inaccessibility to bodies of water; no bodies of water or hazards observed.

Sign in and out sheets were reviewed to ensure that the person who signs the child in and out uses their full legal signature and records the time of the day. Children’s records are kept in the main office located in the city of Alhambra. LPA will review children’s records at a later date. LPA observed Identification and Emergency forms were available on site.



Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).
LPA did not observe test results were posted at the facility or the Lead Toxicity Prevention and Water Testing Information website. LPA referred Director, Natasha Maldonado-Aubry to the Department website for lead: Lead Toxicity Prevention and Water Testing Information.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Director, Natasha Maldonado-Aubry was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.
