Licensing Program Analyst (LPA) Cynthia Reyes, conducted an unannounced case management site Inspection, to inspect and measure the requested increase in capacity of the preschool program from 104 to 159 and to add a toddler option capacity of 21, this inspection is also to ensure the health and safety standards as required by the regulations governing child care centers are met. LPA met with Parima Madan, Director, who took LPA on a tour of the facility indoors and outdoors. The facility preschool program days & hours are Monday-Friday 7 AM-6 PM. LPA also conducted this inspection as this facility provides services to military families. Director Parima Madan stated the facility currently provides services for one military family.

Licensing staff was guided on a tour through the proposed toddler option classroom #4. LPA observed the proposed toddler classroom to have a physically separate classroom with its own entrance within the facility. Class room #4 was previously used by the preschool program and per measurements on this date the capacity of this room is 23. The facility is requesting to use this room as the new toddler option and remove this room from the preschool capacity. The preschool class rooms are already licensed for class rooms #1,2,3,4 and 5. The new proposed preschool class rooms are rooms #6 (Cap 19), #7(Cap 19), #8(Cap 19) and #9 (Cap 19).

Licensing staff was guided through the toddler outdoor space. LPA observed the area to be physically separate from the designate preschool outdoor area. The outdoor play equipment was observed to be in good condition, free of sharp, loose, or pointed parts. Outdoor activity space surface is maintained in a safe condition as is free of hazards. There is adequate shade in the outdoor play area by use of the buildings and above floating material sails. Measurements for the toddler outdoor allows for a capacity of 20 toddlers. Re-measurements taken on this date of the preschool program outdoor yard capacity is 178 with no new space added as of this date.

LPA observed in both the preschool (Old and New class rooms) and the toddler class room, there are age-appropriate toys available for children in care. Furniture and equipment were inspected for good repair, free of sharp, loose, or pointed parts and age appropriate. All materials and surfaces accessible to children are toxic-free. There are restrooms accessible to children and a changing table will be added and located within arms reach of a sink located within the toddler classroom. All toilets and hand washing facilities for both programs are in safe, sanitary and operating conditions. The Toddler class room #4 has its own bathroom with 1 toilet, 1 urinal and 2 sinks. LPA observed a new bathroom in the middle of the new preschool class rooms area with 5 toilets, 1 urinal and 4 sinks. In each rooms 6-9 they have 1 sink each.

LPA completed measurements during this inspection and at this time, the licensee has corrections needed before an increase and adding of the toddler option can be granted Once all corrections are made the licensee will then be in compliance with California Title 22 Regulations. The Department has received an approved Fire Clearance from the Fire Department on 07/10/2023 for 159 preschoolers and 21 toddlers, total capacity of 180. The approval from licensing once all corrections are made will be, the preschool program overall capacity with the toddler option will be (178) children which will serve (158) Preschoolers and (20) toddlers per the licensee request.

Corrections needed:
1) Place changing table within arms reach of a sink in the toddler class room. (Send photos)
2) Have all 4 new preschool class rooms set up and ready for inspection. (Send photos)
3) Submit all documents requested by the LPA on this date. (See list provided by the LPA. Copies given)
4) Final file review by the LPA.

Facility Representative was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
