Licensing Program Analyst (LPA) Mireya García arrived unannounced at the facility for the purpose of conducting a complaint investigation regarding the allegation listed above. Due to COVID- 19 precautionary measures were taken, licensing staff present during inspection wore appropriate personal protective equipment. LPA met with Head Teacher, Patricia Enriquez who guided LPA on a tour of the facility. There were (27) children observed to be present at the facility during this inspection.
Information provided by the complainant alleges that a few years ago staff was not meeting daycare child’s diapering needs causing a diaper rash.

During this investigation, LPA Garcia obtained a copy of Children’s rosters LIC 9040 dated 07/26/22, 09/07/22 and 09/08/22, the Personnel Report (LIC500) dated 09/15/2022, parent handbook, enrollment packet, Twaddler daily activity/ diaper check schedule, diaper changing procedures posting, pictures of the diaper changing area were taken and interviews were conducted with the Administrator, four (4) day care staff and (3) former day care parents. Based on observations made on 09/15/2022 and 07/26/2022, LPA García observed diaper changing equipment; diaper changing table, mat, changing table paper roll and diaper pail inside the facility. Number of diapers, wipes, and gloves were observed in quantities to meet the needs of children in care. LPA observe diaper changing station and equipment used by Twaddler room staff.

In review of records posted on the wall of the diaper changing area, LPA observed diaper changing procedures and Diaper Changing Schedule. Diaper Changing Schedule identifies children’s diaper checks; upon arrival and diaper changing times are scheduled throughout the day.

LPA García conducted interviews with Administrator and four (4) day care staff, all staff interviewed denied not meeting child’s diapering needs. Staff statements concur that diapers are changed on schedules times however, diapers are checked frequently and changed as often as necessary. In addition, LPA interview three (3) former day care parents of children who attended the Twaddler room and required diaper changes. Although, interviews with staff and parents revealed the facility was meeting the diapering needs of the children in care and had not had experiences with children having diaper rashes, the complainant refused to provide contact information or a specific time frame of when allegation occurred, based on the interviews conducted, at this time there is not enough evidence to support the above allegation.

This agency has investigated the complaint alleging that a few years ago staff was not meeting daycare child’s diapering needs causing a diaper rash. Although the allegation may have happened or is valid; Based on interviews conducted; there were no witness to the allegation and the complainant in questioned refused to provide contact and time frame information, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore at this time the allegation is deemed Unsubstantiated. Should additional information become available in the future, this investigation may be reopened.

A notice of site visit was given and must remain posted for 30 days.

Exit interview conducted and report was reviewed with Licensee representative, Administrator, Suk “Mandy” Seto.
