Licensee did not allow day care child's parent into the facility

On March 12, 2026 at 2:15 p.m., Licensing Program Analyst (LPA) Peter Bishop arrived at the above facility for the purpose of delivering the findings of a complaint investigation. LPA Bishop announced the purpose of the visit and was granted entry into the facility by Licensee Celina Figueroa. Census was taken. There were 8 children present.

During the course of the investigation LPA made observations, conducted interviews, and obtained records. During the Interview with Licensee Celina Figueroa she confirmed and admitted that she does not allow Parents into her facility. Licensee confirmed that she knows she must allow parents into the Facility. During the interview with LPA Bishop Licensee Celina Figueroa further indicated that she does not allow Parents in to minimize traffic with the children in care. Licensee will submit a Declaration indicating that she knows, understands and will follow the rules.

On March 12, 2026 at 2:15 p.m., Licensing Program Analyst (LPA) Peter Bishop arrived at the above facility for the purpose of delivering the findings of a complaint investigation. LPA Bishop announced the purpose of the visit and was granted entry into the facility by Licensee Celina Figueroa. Census was taken. There were 8 children present.

During the course of the investigation LPA made observations, conducted interviews, and obtained records. Information gathered from interviews disclosed did not corroborate information in regard to the above allegation.

This Agency has investigated the above complaint and found that although the allegations may have happened or is valid; based on observations and interviews there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore at this time the allegations are deemed UNSUBSTANTIATED.
