Licensing Program Analyst (LPA) R. Derraco conducted an unannounced annual inspection to the above facility on 02/28/25. LPA arrived at the facility at 9:00 AM and met with assistant, S1, who guided analyst on a tour of the facility. Licensee arrived at the facility at 10:00 and continued tour with LPA. Per Licensee, there are 14 children that are currently enrolled. There were 6 children present upon arrival, 3 of which are infants.

This is a one-story home which consists of 4 bedrooms, 3 bathrooms, kitchen/dining room, living room, den a garage, front yard and backyard (fenced). The off limit areas include 4 bedrooms, 2 bathrooms, living room, kitchen/dining area, garage, and front yard. Children are escorted by licensee or assistant through the off limit areas to reach the bathroom.

The main care are is located in the den. LPA observed age appropriate toys, childrens reading material, art supplies, a recliner couch, wall mounted television, napping mats and wooden storage shelves. A tension gate was observed to separate the main care area from the kitchen/dining area. The outdoor play area was observed with perimeter fencing, additional age appropriate toys, patio furniture and age appropriate plastic climbing structures. The bathroom was observed to be clean with an operable sink, faucet and toilet. Per licensee, she provides food for children in care. LPA advised licensee that children that bring food from home must have containers individually labeled and properly stored or refrigerated. Licensee states the isolation area for children showing signs of illness will be in the kitchen/dining area while they await parent pick up. LPA did not observe the following items during the inspection: Infant Walkers, Johnny Jumpers, Saucer Chairs. Emergency Disaster Plan, Parent’s Rights Poster and the Facility License were observed to be posted on a wall in the main care area.

Individuals who reside in the home were noted and discussed. Licensee was reminded that all adults 18 and .

over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Per review of Guardian, S1 has criminal record clearance, however has not been associated to the facility. LPA advised licensee that a citation under Health and Safety Code section 1596.871(c)(1)(A) will be issued.

All areas identified on the facility sketch that are accessible for children to use were inspected for safety,
comfort, and cleanliness. There is telephone service via a cellphone that is used and the cellphone stays at the facility during operation hours. Per Licensee, the home is equipped with central heating and air conditioning. The licensee understands that storage areas for poisons must be locked, not just inaccessible. Per licensee, cleaning supplies are kept locked in the off limits garage. The valve on the required 2A 10BC fire extinguisher indicates fully charged and was serviced on 07/22/24, as indicated on service tag. Smoke and carbon monoxide detectors were tested and are operable. No bodies of water were observed in the back yard play area. Two dogs were observed kept in the off limits area of the home. Pet gates were observed to be used to separate the pet dogs from the main care area. Licensee states that there are no firearms stored in the home. Smoking is prohibited in a licensed Family Child Care Home. Per Licensee, no one smokes in the home.

The licensee and other personnel have completed training on preventive health practices including Pediatric First Aid and CPR. The licensee's Pediatric First Aid and CPR expires on 02/2027. LPA observed that the Licensee and assistant do have proof of the Mandated Reporter AB 1207 compliant Child Care Training Certificate on file. File review was observed to have proper mandated immunization records. Children’s records were reviewed, including emergency information and were observed to be complete. A current children’s roster was available for review.

for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, the licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

LPA advised the licensee to access forms, regulations and quarterly updates online at: www.cdss.ca.gov.

The following deficiencies listed on the attached LIC 809 (deficiency page) are being cited in accordance with California Code of Regulations Title 22. Deficiencies that are being cited need to be cleared to protect the children’s health & safety.

Notice of site visit was given and must remain posted for 30 days.
