25 | Licensing Program Analysts (LPAs) Veronica Martinez Garza and Roxana Lopez conducted an unannounced Annual/Random inspection at the above facility on 01/15/25 at 09:05 a.m. The purpose of this inspection is also to conduct more frequent inspections to ensure that the licensee's are in compliance with Title 22 Regulations as discussed in the Noncompliance meeting held on 12/10/24. LPAs met with Gerardo Guillen, licensee who guided LPAs on a tour of the facility. There were 02 children present during this inspection. Licensee’s assistant Cynthia Avellaneda arrived at 10:12am. Per licensee, 24 children are enrolled. Operation hours are Monday through Sunday 23 hours a day.
This is a two-story home which consists of 4 bedrooms, 2.5 bathrooms, living room, dining room, family room, kitchen, garage, and backyard (fenced). Areas accessible to children include living room, dining room, family room, kitchen, the bathroom located on the first floor near the living room and backyard fenced. Areas off limits to children and parents include the entire second floor, 4 bedrooms, 2 bathrooms, and garage. Per licensee, family members residing in the home are 2 adults and 6 minors. Licensee stated that there are 11 birds on the premises. All individuals present in the home have obtained a criminal record clearance or exemption prior to working, residing, or volunteering in a licensed home and are identified on the attached LIC811.
LPAs toured all areas identified on the facility sketch used by children during this visit and were inspected for safety, comfort, and cleanliness. Tour began in the family room where LPAs observed living room furniture, play pens, cots, age-appropriate toys, and a barricaded fireplace. LPAs observed that the play pens are free from loose articles and objects. There are no objects hanging above or attached to the side of the play pens. LPAs also observed that the play pens do not hinder the entrance or exit to and from the space they are sleeping in. Mattresses were observed to be firm and covered with a fitted sheet that is appropriate to the mattress size. Licensee guided LPAs to the kitchen where LPAs observed the kitchen cabinets have child proof locks. Licensee keeps knives and cleaning solutions in a cabinet up high and locked.
