Licensing Program Analysts (LPA) Cynthia Reyes conducted an announced Increase in capacity inspection on this date. Due to COVID-19, precautionary measures were taken by the LPA and all individuals present during the entire inspection. Adults observed by LPA in the home on this date was the applicant/Licensee Jie Liao. All individuals wore appropriate personal protective equipment. Licensee checked in on a zoom face-time call with Ming-Li Zoe Chang from the Pomona Resource and Referral agency as a Mandarin translator for the licensee and LPA. Licensee Jie Liao confirmed the family members residing in the home, that consists of 4 adults and 3 children. The licensee is requesting a Large (14 Capacity) family child-care home license. Per Licensee, operating hours will be Monday to Saturday, 7:30AM to 7:30PM. Licensee states during Covid-19, no parents are allowed inside the home and children health checks which include temperature being taken and hand sanitizer used to clean hands will be conducted at the front door entrance to the home where children will enter. LPA also observed a parent board with Covid-19 postings outside the front door where the parents will drop the children off.

The tour of the facility began at the front door of the home and then continued to an open area where to the right of the front door is the living room area with a covered fire place and accessible to the children. To the right is a small dinning area and a open den area also accessible to the children. In this area the smoke detector and carbon monoxide was observed and which was tested by the licensee at 2:15PM, was working properly. Straight ahead from the front door is the Kitchen area which is off limits to the children and has gate blocking the entrance to ensure inaccessibility to the children. LPA observed a Fire extinguisher on a counter in the corner of the kitchen with a purchase receipt dated 10/17/2020. No Poisons, toxin, sharp or hazardous items were observed. Licensee then continued the tour with the LPA and Ms. Chang on face zoom to the small hallway which consist of 4 bedrooms that are off limits with all doors closed and observed by the LPA and 2 bathrooms were also observed one of the bathrooms door was also closed as it is off limits to the children and the other bathroom will be used by the children and LPA observed no poisons, sharp or hazardous items accessible to the children. LPA observed Covid-19 hand washing posters at eye level for the children in the bathroom.

Licensee then continued the tour to a room next to the kitchen which is designated as the children's class room. LPA observed 2 children napping. LPA observed a second smoke detector in the room as well as another parent board with all the required posting. LPA observed the fire and earthquake drills posting and the last drill documented as 03/08/2021. LPA also observed the licensee mandated reporter certificate dated 06/15/2019, licensee was advised it will expire in 2 months and needs to be retaken every 2 years. The licensees daughter Jin Yi Pan also has a current mandated reporter certificate posted as well as a current Pediatric CPR/First Aid. The licensee Pediatric CPR & First Aid card is posted and has an expiration date of 01/23/2023.

The tour continued from the class room side door that leads outside to the left side of the back yard concrete area where LPA observed age appropriate toys and cushion padding on the floor. LPA observed the top level of the back yard has several plants and a garden and a small ladder is used to get on top of that area and walk around. LPA advised that No child should be allowed on that top yard area as plants with sharp points and chilli plants were observed by the LPA. Behind the house to the right, LPA observed a Swimming Pool with a 5 foot black rod iron fencing/wall blocking 2 sides of the pool. The house blocks another side of the pool and has a window in the off-limit kitchen that has direct access to the pool. The window is 3 feet high from the ground. There are two gate doors that open away from the pool and self close and latch which were tested by the licensee in front of the LPA on this date. LPA observed locks on the gate door that can only be opened by a key that the licensee stated she carries with her at all times. LPA observed there is also a retaining wall (Second level plants/garden area) that is 3 feet in height, that can be climbed. Applicant added additional fencing to prevent access at the top yard level. LPA did observe on this date that the rails/bars that are between the fencing are wide enough for a child to squeeze through. As a POC (plan of correction) the licensee will place wire see though mesh along the fence from top to bottom, to prevent access from any child who tries to squeeze though. On the other side of the pool to the far right of the back yard is where the other gate blocking the other side of the pool is located with a lock on the gate and no access from the inside of the home. The Off-Limit Garage is also located in that area. Licensee also states the front yard if off limits to the children in care.

The applicant states that she will provide food for children in care. LPA advised that if children bring food or drinks from home that it should be properly labeled. Licensee states will deep clean the utensils, and dishes used for the children during feeding. Licensee states will meet all the Covid-19 sanitation guide lines.

The home was inspected for safety, comfort, cleanness, telephone service, heating and ventilation, inaccessibility to poisons, detergents, cleaning compounds, medicines, and hazardous items that can pose a danger to children. Per licensee there are no weapons or firearms currently in the home. LPA observed there are age appropriate toys and napping equipment. LPA observed there are first aid supplies available on the premises. All areas identified on the facility sketch were inspected, including but not limited to, off limit areas. The areas observed by the LPA were confirmed by the applicant during the toured inspection and have been documented as followed:

Off limits areas that include: 4 Bedrooms, 1 Bathroom in the Master Bedroom, Kitchen, Front yard, Garage and Swimming pool/right side back yard area. **Rooms that are off-limits need to be made inaccessible during operating hours** The applicant does understand that licensing staff may have access to off-limit areas during the inspection if necessary.

The areas used by children include: Living room, Dinning area, Bathroom in hallway, Children in closed porch class room and Back yard.

Licensee was advised of the following......

Infant Care: LPA advised the applicant to sleep infants where they can be directly supervised at all time. LPA advised against sleeping infants in a separate room. LPA reviewed SIDs, Never Shake A Baby, and safe sleeping practices. Infants should sleep mouth up, on their backs, free of clutter surrounding their sleeping space. Safe sleep concepts were provided. LPA discussed and provided a copy of PIN 20-24-CCP

LPA advised the applicant where to access forms, regulations and quarterly updates on the Child Care Licensing website at: www.ccld.ca.gov.

Licensee was advised to review the Department’s training videos at https://ccld.childcarevideos.org/ which will assist in increasing their understanding in the Department’s role in protecting the health and safety of children in their care.

The licensee was informed of The Child Care Advocate Program (CCAP) that is administered from within the Community Care Licensing Division. CCAP participates in many community activities and special projects in order to disseminate information on the State’s licensing role, provide information to the public and parents on childcare licensing, and provide many other helpful resources to the licensees and the public. 3:10 PM LPA also consulted with the applicant regarding COVID-19 health and safety guidelines on this date. Licensee was provided forms to post via email. Licensing staff observed COVID- 19 postings posted in different areas of the day care on this date. During this inspection LPA also discussed PIN 20-06 CCP, Social and Physical Distancing Guidance and Healthy Practices for Child Care Facilities in Response to The Global Corona virus (COVID-19) Pandemic Written in Collaboration with The California Department of Education. LPA reviewed with the applicant the Child Care Covid-19 Self-Assessment guide the applicant filled out and emailed to the LPA on 03/25/2021.

The application will be submitted to be licensed after completion of correction needed (Mesh covering on swimming pool fencing). Once licensed, the applicant is required to adhere to the terms and limitations stated on the license. At that time, the applicants home will meet the description of a safe and healthy environment for children as described in Chapter 1, Division 12, Title 22 of the California Code of Regulations, and will be submitted for approval to be licensed as a Large (14) Family Child Care Home.

3:20 PM The exit interview was conducted with licensee Jie Liao and zoom face-time call with Ming-Li Zoe Chang. This report along with a copy of the appeal rights will be sent to the Licensee via email with a read receipt or confirmation of receipt of the email, which will act as the Licensee’s signature
