Licensing Program Analysts (LPAs) Nolan Tcheng and Suzana Safaryan conducted a subsequent inspection of a complaint investigation. Upon arrival at 8:30am, LPAs met with Director Jennifer Salas, to whom the purpose of the inspection was explained. Tour of the facility was provided. Children were present during the time of inspection. Census was taken. There were 21 children with 3 staff members.

During the course of the investigation, LPA conducted interviews with five staff members, six children, and three parents. Documentation in the form of lunch menu, facility roster, sign in/out templates, children's meal logs, and food delivery invoices, were obtained.

Information from the complainant indicates that the meals were not provided to the children in care.

Director states that they provide three meals: AM snack, lunch, and PM snack. They state that there have never been times where lunch was not provided. Only time there are changes made to the menu is when Costco doesn’t come with the weekly delivery.

Staff interviews all corroborated that there are never times when lunch is not provided. Staff #1 stated “There are a few who do not like what we serve. They will still eat the rice, or noodles, or fruit.” Per staff, the meals on the menu are usually not changed. There were no disclosures regarding the above allegation.

Children interviews made no disclosures of the above allegation.

Parent interviews made no disclosures of the above allegation.

Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation(s) did or did not occur, therefore the allegation is unsubstantiated.

Information from the complainant alleges that the facility is malodorous.

During the inspection on 08/09/2023 and today's inspection of 10/03/2023, LPA did not observe any smells that would be considered malodorous. Classrooms were all entered and reviewed.

Children interviews made no disclosure regarding the above allegation.

Parent interviews made no disclosure regarding the above allegation.

Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation(s) did or did not occur, therefore the allegation is unsubstantiated.

At this time, the facility is not in violation of California Title 22 Regulations. No deficiencies are being cited on today's inspection.

The Notice of Site Visit (LIC 9213) – must remain posted for 30 days during the hours of operation after each site visit by a licensing representative.

Exit interview was conducted with Director Jennifer Salas at 9:20am. Copy of report provided.
