Licensing Program Analysts (LPA) Bardo Baluyot conducted an unannounced required annual Inspection LPA met with Director, Haydee Galvez-Diaz, who guided LPA with an indoor and outdoor tour of the facility. LPA conducted a COVID risk assessment prior to entering the facility. The facility is licensed for 22 Infants and LPA observed 8 infants and 4 staff present. The main entrance to the facility is located in the back of the day care.

A consistency check occurred at approximately 9:10 am until 10 am.

This Infant Program consists of two classrooms; Infant Room #1, and #2 are the caterpillars. This program serves infant children ages 0 to 24 months. The Infant program operates a full day session from 6:30 AM. to 6:30 PM. from Monday to Friday.

All areas identified on the facility sketch were toured both indoors and outdoors. Sign-In and Sign-Out book is located at the entrance of the infant class room door outside due to Covid-19. No parents are allowed inside the center at this time. Prior to the pandemic, the book was located inside the entrance of the infant lobby area located right outside the infant class room. LPA observed Health checks being conducted which included temperatures being taken prior to parents signing children in daily.

Furniture and equipment were inspected for age appropriateness and good repair. There is a separate room surrounded by floor to ceiling walls and a baby gate at the entrance separating the infant crib napping area from the remainder of the classroom. LPA observed 1 staff member directly supervising one child in the Room 1 napping area where there was a total of 6 infant cribs including an emergency crib and a total of 6 cots available.

Infants have age appropriate feeding chairs/tables. Changing tables were compliant and observed to be within arm’s reach of a sink. A second sink is also available for use. Room #2 has a bathroom with a toilet and a sink and a changing table which also meet all the requirements. Administrator added two additional potty seats. There is accessible drinking water readily availabl and sippy cups & bottles are labeled. Toys were observed to be clean and safe and age appropriate. Telephone service, heating, lighting and ventilation were evaluated. Infants each have their own cubby to store their belongings.

Per Director, Linens are taken home weekly for laundering. A washer and dryer is available on site in the event of an emergency. LPA observed the facility has a carbon monoxide detector and smoke detector in each classroom. There is a serviced (10/29/2020) fire extinguisher available in each class room. LPA reminded the Director of the approaching service requirement. Disinfectants, cleaning solutions, and other items that are dangerous to children, will be inaccessible and stored in the infant kitchen which is located between both infant class room #1 and #2 and are inaccessible to children.

This program serves breakfast, lunch and AM/PM snacks provided by the parents. Director was reminded to label and date all food, dishes and bottles that are brought from home for proper storage. All kitchen areas/food preparation areas and food storage areas were observed to be clean and are free of litter, rubbish, rodents, and/or any other vermin. All storage containers for solid waste, including moveable bins have tight-fitting covers that are kept on, and in good repair. Trash cans used to discard food have tight fitting lids.

LPA did not observe any baby walkers, baby bouncers or baby saucers at the facility. LPA discussed individual Feeding Plans to be kept on file for each infant. LPA observed, Infant Needs and Services Plan were on file for infants. All teachers present have proof of the required infant units on file and meet the qualification requirements. LPA inspected the Infant playground. Outdoor play equipment was inspected for safety, free of sharp, loose pointed parts, good repair and age appropriateness. The surface of the outdoor activity area was observed to be maintained in a safe condition, and free of hazards. All areas around or under high climbing equipment, swings, slides, and similar equipment are cushioned with material that absorbs a fall. Required shade and fencing were inspected. Drinking water was available outdoors via infants own Sippy cup/bottle. The playground was inspected to ensure no bodies of water or hazards which were not observed. PG 2 OF 4

Per Director, any lifesaving medication will be stored in a locked cabinet in the Director's office that is inaccessible to children in care. First Aid kits are available in each classroom and were observed to contain the required first-aid supplies. The Director’s office will be used as an ill/isolation area for Infants. LPA observed one infant crib and one cot available. Ill infants will use the restroom located in the main office entrance area. Potty seat will be available.

LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee [facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
