Licensing Program Analyst (LPA) Bardo Baluyot conducted an unannounced required annual inspection. A COVID-19 risk assessment was conducted prior to entering the facility. LPA met with Director Stephanie Li who guided the LPA on a tour of the facility. Assistant Teacher, Sonia Jaramillo was also present. This is a preschool program that operates on the Oneonta Church property. The location also houses the school age program #198020568. The hours of operation are Monday-Friday, 8am-6pm.

The facility consists of one classroom (Preschool Rm 1) and an outdoor playground. Inside the classroom is an adjacent room which will be used as an isolation room for ill children. LPA observed a sink inside the classroom that is used by children. The restroom is adjacent to the classroom and consists of 2 stalls with toilets and 2 sinks. There is available drinking water in form of water refill jugs, personal water bottles and disposable cups. The carbon monoxide detector in the classroom was tested by the LPA and found to be in working condition. The classroom has appropriate children's furniture and equipment. There is a baby grand piano in the classroom that if used by children will maintain adult supervision. There is overhead lighting and windows that provide for natural light. The room has central air conditioning. Napping cots were observed in the classroom. Staff confirmed that children's linens or personal bedding are washed weekly. A first aid kit was observed in the classroom.

At 2:15pm, LPA toured the outdoor area that is designated for the preschool children. The classroom has double doors that leads out into their playground. There is a current fence in place that is temporary. The plastic mesh fence measures 4 feet high and surrounds the playground. The fence is installed into the ground and secure. Director stated that a permanent fence will be installed and licensing will be notified of the change. Director added that due to the ongoing case with the city, the fence cannot be made permanent until pending Conditional Use Permit is issued. Spot on the floor near the water drain noted during the pre-licensing inspection has been covered with a hard plastic cover. LPA recorded a photo of area.

At 2:35pm LPA returned indoors. There is an isolation restroom that will be available for ill children located in the office across from the classroom. The office has a staff room and restroom also available.
LPA observed age-appropriate furniture and equipment in the classrooms. There is a kitchen on site where meals and snacks can be prepared by the facility staff. At this time, lunches are brought from home due to facility protocol related to COVID-19. Required postings and information were available inside the classroom.

Medication is stored in a refrigerator in the classroom and made inaccessible to children.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Administrator was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

No deficiencies were observed or cited at this inspection. Exit interview conducted and report was reviewed with the Director, Stephanie Li. A copy of this report and appeal procedures were explained and provided. A notice of site visit was given and must remain posted for 30 days.
