On 9/6/2024, at 10:00 am, Licensing Program Analysts (LPAs) Carolyn Tuba and Priscilla Ochoa conducted an unannounced Annual inspection. LPA entered facility through an iron gate which requires a code before entering the facility. There are cameras on the outside premises of the facility grounds. Doors of the classrooms are kept locked for safety purposes. LPAs met with Director, Maria Flores. A Covid Risk assessment was conducted. LPAs were guided on a tour of the facility indoors and outdoors. This is a school-age program licensed for 12 children including an infant, preschool programs, with a toddler component. This program operates year around and during the summer months, as well as early release and school breaks and holidays. The program operates Monday through Friday from 7:00 AM to 6:00 PM. During the school year the children attend the program Monday - Friday from 7:00 am – 7:45 am and are taken to school and then picked-up from school and attend from 2:00 pm - 6:00 pm. The Director stated there are 5 children currently enrolled. The facility is located in a residential area. LPAs observed no children in care at this time.

The following school-age classrooms were inspected. All staff members are fingerprint cleared. Licensed facility is within the conditions, limitations, and capacity specified on the license. The facility has additional staff members to support the facility and assist with preparing meals and distribute to classrooms, as well as any other staff and children’s needs.

The classroom furniture and equipment were inspected for good repair, free of sharp, loose, or pointed parts. Indoor classrooms were inspected to ensure that the floors have a surface that is safe and clean. Telephone service, heating, lighting, and ventilation were evaluated. There is storage for children’s belongings. Children do not nap but have quiet time.

Availability of drinking water was reviewed and per Director parents provide water from home and refills are available by the use of bottled water. Facility has one restroom with a door for privacy, which includes 1 toilet and 1 sink. LPAs observed toilet was not clean and Director was advised. Staff cleaned during the visit and a Technical Violation was issued. Toys and surfaces are observed to be safe and clean. Staff restroom is available near the kitchen.

Carbon monoxide and smoke detectors were present in the classroom. LPAs observed while Director tested and were found to be operable during the time of the visit. Fire extinguishers are serviced annually and was last serviced March 12, 2024. Open shelves in classrooms were inspected and no hazardous items were found, cleaning items are kept inaccessible to children in care. No poisonous cleaning compounds were found in the childcare center. Emergency disaster drill was last conducted on July 16, 2024. There is a First Aid kit available in the classroom; and supplies were inventoried and found to be in good condition.

There is a kitchen area where meals are prepared and distributed to the classroom. Food preparation areas were toured for safety, cleanliness, and proper equipment. Breakfast and PM snacks are served by the facility. Lunch Is provided by parents. Extra food is available for children in care. Menu is posted in the parent board of the classroom. LPAs observed parent board with all required documentation located in the entry way of the school-age facility.

LPAs were informed that there are currently no children on medication at this time, however the Director has an IMS plan and LPAs reviewed and provided consultation. Director stated that medication would be kept in the kitchen out of reach of children or in the refrigerator labeled with child’s name and expiration date. LPAs advised that medication should be given back to parents/guardians when child leaves the facility or medication expires.

Outdoor playground equipment is in safe condition, free of sharp, loose, or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. There are currently 4 playgrounds, and each one is designated for each component (school-age, infant, preschool & toddler). The school-age playground has a basketball court, picnic tables with toys and scooters. The playground is surrounded by an iron gate and cement wall at least 6 to 7 feet tall. climbing equipment, slides, or similar equipment. There is adequate shade in the play yard with patio awning.

Sign in/out was available for review. LPAs advised that parents should use full signature when signing in/out their child.

Transportation is used to transport children to and from school and licensed staff member does the pick-up and drop-off. Per Director it is a 7-passenger van and vehicle is insured. Service is conducted by a local mechanic as needed. LPAs advised that Director should be checking vehicle weekly for car fluids such as oil, coolant, and any other fluids, as well as checking the tires for proper tire pressure and wear and tear.

LPA reviewed staff records and found that they were complete. Clearance for adults and verification of CPR/First Aid, educational requirements, immunization records and health preventative practices documentation was reviewed. Children’s records were reviewed to ensure that Identification and Emergency form and a medical assessment are on file. LPAs observed that Director had the require 8-hour Health, Safety, Nutrition and Lead training.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Childcare Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA reminded that lead results need to be posted for parents to view until the next testing.

Director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

There were no citations being issued during this visit.
