On 8/7/2024, at 4:30pm, Licensing Program Analyst (LPA) Carolyn Tuba conducted an unannounced Annual inspection. LPA entered facility through double doors that require a code, or staff will buzz you into the main lobby of the facility. The Director’s office is at the entrance and staff sit behind a counter monitoring the flow of parents and children who enter and exit the facility. LPA met with Assistant Director, Lynette Almazan-Edwards. LPA was guided on a tour of the facility indoors and outdoors. This is a school-age program licensed for 47 children including a preschool with toddler option and infant components. This program operates Monday through Friday from 7:00 AM to 6:00 PM. The Assistant Director stated there are 56 children currently enrolled with different schedules. The facility is surrounded by other businesses but is not attached. LPA observed a total census of 40 children with 4 staff members. Assistant Director Informed LPA that the Director, Teresa Fuentez was currently out during today’s visit.

The following classroom was inspected: The kindergarten classroom with 18 children and 2 staff and the school-age classroom had 22 children with 2 staff. All staff members are fingerprint cleared. Licensed facility is within the conditions, limitations, and capacity specified on the license. The facility has additional staff members to support the facility and assist with preparing meals and distributing to classrooms, as well as any other staff and children’s needs. A ratio count is conducted through-out the day and documented.

The classroom furniture and equipment were inspected for good repair, free of sharp, loose, or pointed parts. Indoor classrooms were inspected to ensure that the floors have a surface that is safe and clean. Telephone service, heating, lighting, and ventilation were evaluated. There are cubbies for children’s belongings.

Availability of drinking water was reviewed and per Assistant Director parents provide water from home in water bottles and refills are available by the use of a Britta Pitcher. There are 4 toilets and 2 sinks in the

kindergarten classroom. There is 2 toilets and 2 sinks in the school-age classroom. There is a boy and girl’s bathroom with doors for privacy. There is an extra sink in each classroom for staff handwashing. Toys and surfaces are observed to be safe and clean. Staff restroom is available in the facility’s hallway near the entrance.

Smoke detectors were present in each classroom throughout the facility and an annual test is connected by the Fire Department and was last conducted on July, 2024. Carbon monoxide detectors were tested and operable during the time of the visit. Fire extinguishers were last serviced on July 31, 2024. Storage cabinets in classrooms were inspected and no hazardous items were found, cleaning items are kept locked inaccessible to children in care. No poisonous cleaning compounds were found in the childcare center. Emergency disaster drill was last conducted in July 2024. There are First Aid Kits available in the front school office and in each classroom; supplies were inventoried and found to be in good condition.

There is a kitchen area where meals are prepared and distributed to each classroom. Food preparation areas were toured for safety, cleanliness, and proper equipment. AM Snack, Lunch and PM snacks are served by the facility. Menu is posted in the main lobby of the facility and if changes are made to the menu, facility will update the posted meal menu by the entrance or by using the parent app.

LPA was informed that there are currently no children on medication at this time, however the Assistant Director has an IMS plan and LPA reviewed and provided consultation. Assistant Director stated that medication would be kept in a medication lockbox in the office and/or in the small refrigerator in the office. Office administers would be responsible for administrating medication to children. LPA advised that medication should be given back to parents/guardians when child leaves the facility or medication expires.

Outdoor playground equipment is in safe condition, free of sharp, loose, or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. There is currently 1 playground with grassy areas and a shaded awning. There is also a small asphalt area to play 4 squares. There are toys brought out for the children to use in the play yard.

Sign in/out is done electronically using a designated parent code for each family on a computer located at the lobby. A printout is available for review.

Per Assistant Director transportation is provided to and from school for the children in care. The four 9-passenger buses are inspected daily, and an electronic log is kept. Maintenance is conducted as needed. Drivers are licensed and trained, as well a motor vehicle clearance. The facility has insurance for both drivers and buses.

LPA reviewed staff records and found that they were complete. Clearance for adults and verification of CPR/First Aid, educational requirements, immunization records and health preventative practices documentation was reviewed. Children’s records were reviewed to ensure that Identification and Emergency form and a medical assessment are on file. LPA observed Infant Sleep Plan for children who were enrolled prior to their first birthday. LPA observed that Director has completed the 8-hour Health, Safety, Nutrition and Lead training.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA reminded that lead results need to be posted for parents to view until the next testing.

Director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

AB1207 Mandated Child Abuse Reporting – On or before March 30, 2018, any person who works in a childcare facility shall complete the training and renew the training every 2 years. Assistant Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

There were no citations being issued during today’s visit.
