An unannounced inspection was conducted by Licensing Program Analyst (LPA) Roxana Lopez on 08/21/2025.The purpose of this inspection is to provide the findings of complaint which was received on 06/05/2025. LPA met with Megha Sahni, Licensee to whom the purpose of the inspection was announced. Census was taken.

Throughout the course of the investigation, interviews were conducted with staff, children, and parents. LPA also reviewed and obtained copies of children’s roster, sign in and out sheets and other documents.

Per initial complaint report, the complainant reported that facility is out of ratio between 7:00 am- 8:00 am, facility does not provide water for children outdoors. Complainant was not available for interviewing.

In regards to allegation # 1 staff are operating over ratio and allegation # 2 staff do not ensure children are provided water outdoors- LPA conducted interviews with parents, children and staff.

LPA conducted interviews with staff # 1- 5. Staff corroborated that they have never been out of ratio or have observed any other staff being out of ratio. Per Staff # 3 they are in charge between 7:00 & 8:00 am and they make sure that when they have the 10th child present they have two teachers to avoid any out of ratio situations. Regarding allegation # 2 staff #1-5 corroborated that children take their personal water bottles when going outdoors. If bottles need to be refilled there is a water fountain outdoors or they have the administration refill water bottles inside. LPA Lopez did observe the facility to be in ratio- and reviewed sign in and out sheets and observed facility to be in ratio between 7:00 am and 8:00 am. Additionally, LPA observed children take personal water bottles outdoors during both inspections conducted by LPA Lopez. On 7/16/2025 LPA advised that any broken toys should be disposed off. On today's visit 8/21/2025 LPA observed that broken toys have been disposed off.

LPA conducted interviews with parents and children. Parent’s statements corroborate that they are happy with the care that their child receives and do not have any concerns regarding ratio or the facility. Children’s statements corroborated that they take their water bottles outside, are able to drink water when thirsty and if they need more water teacher's will refill bottles.

This agency has investigated the complaint alleging staff are operating over ratio and staff do not ensure children are provided with water outdoors. Based upon the evidence as presented above, the allegation has been determined to be Unsubstantiated. A finding of Unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of evidence to prove alleged violation(s) did or did not occur, therefore at this time the above allegation are unsubstantiated.

At this time, the licensee is in compliance with California Code of Regulations Title 22. No deficiencies cited.
A notice of site visit was given and must remain posted for 30 days.
