LPA conducted interviews with staff # 1- 5. Staff corroborated that they have never been out of ratio or have observed any other staff being out of ratio. Per Staff # 3 they are in charge between 7:00 & 8:00 am and they make sure that when they have the 3rd child present they have two teachers to avoid any out of ratio situations. LPA Lopez did observe the facility to be in ratio- and reviewed sign in and out sheets and observed facility to be in ratio between 7:00 am and 8:00 am.

Regarding allegation # 2 staff #1-5 corroborated that if children are old enough to drink water, it is provided by parents but also available in the facility to provide or refill as needed and water is taken outdoors. However, Staff # 1-5 disclosed that infants are not taken outdoors at this time because the yard is not set up. Per Director, children stopped using the yard after the fires- yard has been deep cleaned and toys order. On 7/16/2025, LPA Lopez observed that the infant yard was not available for used and advise that they will need to come up with a plan to use the outdoors. - LPA Lopez observed that Facility had reported this information to assigned LPA. On Today's visit, 8/21/2025 LPA Lopez observed that infant yard is now set up with shade and appropriate materials for children to use. Per Director, infants have began using the yard again.

LPA conducted interviews with parents. Parent’s statements corroborate that they are happy with the care that their child receives and do not have any concerns regarding ratio or the facility.

This agency has investigated the complaint alleging staff are operating over ratio and staff do not ensure children are provided with water outdoors. Based upon the evidence as presented above, the allegations have been determined to be Unsubstantiated. A finding of Unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of evidence to prove alleged violation(s) did or did not occur, therefore at this time the above allegation are unsubstantiated.

At this time, the licensee is in compliance with California Code of Regulations Title 22. No deficiencies cited.
A notice of site visit was given and must remain posted for 30 days.
