Licensing Program Analyst (LPA) Seung Lee conducted an unannounced annual random inspection. Upon arrival LPA Lee met with Director Mickie Wong. The facility is a preschool program that consists of 6 total classrooms. There are 4 classrooms currently being used. 1 classroom is a full day program that operates from 7:30AM to 5:30PM. The other 3 classrooms are part time programs that operates from around 8AM to 11AM. The following was observed. There were a total of 20 children in care amongst 4 classrooms observed during the inspection.

LPA Lee observed that the restroom is located in a separate building accessible via the Main Outdoor Play area. All toilets and sinks are in safe and sanitary operating conditions. In the classrooms, individual storage space was observed available for each child inside of each classroom. Toys were observed to be clean and safe. Furniture and equipment were inspected for age appropriateness and good repair. There is a fully equipped first aid kit and fire extinguisher available in each classroom. A smoke and carbon monoxide detector was observed to be in operating condition in each of the 4 classrooms observed. The facility practiced emergency/disaster drill with children in care on 11/07/2024 per disaster drill log observed.

Per Director, the isolation area for a child is the Health Office located in the main office area and the staff restroom in the same area. The outdoor area was observed to have a secured fence surrounding the property. There is adequate shade in outdoor play area available via canopy. LPA observed a bike path with bikes and age appropriate outdoor play equipment. There is a water fountain located in the outdoor play area accessible to the children.

Per Director, children bring their own water bottles that is filled outside or through a water dispenser located in the main office. The facility also has bottled water for children in case a personal water bottle is not brought from home.

Lunch and snack menus were observed in each classroom. This facility serves AM snack, Lunch, and PM snack. All snacks and lunches are delivered to this facility everyday from the Temple city School District. There is no food preparation done at this facility per Director.

The Director was advised that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Staff and Children files were reviewed during this inspection. CPR for the Director was observed to valid until 08/2026.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. The notice of site inspection must remain posted for a period of 30 days during hours of operation. Failure to maintain posting during business hours will result in a civil penalty of $100,00 dollars.
