At 9:20 a.m. Licensing Program Analyst (LPA) Saul Valenzuela conducted an unannounced Case Management – Licensee Initiated visit to the above facility for the purpose of evaluating the Licensee’s request for a capacity increase from 8 to 14. Fire clearance for a capacity of 14 was granted on 8/20/24. LPA met with Licensee, Hsingyi Yeh, to whom the reason for the visit was explained. Per Licensee, there are 6 children currently enrolled. There were no children or additional adults present during the visit. Licensee states that they pick up children from the school located near the home. The licensee was observed to be operating within the license capacity limitations.

The licensee states that 1 adult and no children currently live in the home. All adults living in the home have obtained a criminal record clearance.

This is a one-story home consisting of 3 bedroom, 2 bathrooms, kitchen, living room, detached garage, front yard and back yard.

The children currently have access to 2 bedrooms, living room, 1 bathroom located in bedroom #1, and back yard.

Based on the Facility Sketch submitted, areas off limits to children and parents are: 1 bedroom, 1 bathroom, kitchen, detached garage. All areas inaccessible for children were observed to have a lock and or a security gate making them inaccessible for children in care.

Licensee guided analyst on a tour of the facility at 9:30 a.m.. During this visit, all areas identified on the facility sketch that are accessible for children to use were toured and inspected. The following was observed:

Facility License, Parent’s Rights Poster, and Earthquake Preparedness Checklist were observed to be posted in the entry way of the home. A current children’s roster was available for review.

The facility has telephone service via a cellphone. Hours of operation are Monday through Saturday, 8:00 a.m. -9:00 p.m.. There is heating and ventilation (central) in the home. LPA observed a fireplace in the living room that is barricaded that prevent access to children. Licensee states there are no pets, or bodies of water at the facility, and none were observed by LPA on this day.

Detergents, cleaning compounds, and medications were observed to be inaccessible to children. Poisons in the home are locked in a toolbox located in the backyard. LPA advised that any poisons should be locked under key or combination lock. Licensee states that there are firearms stored in the home. LPA observed firearms and ammunition are locked separately.

The valve on the required 2A 10BC fire extinguisher indicates fully charged and was serviced on 7/24/24. Smoke and carbon monoxide detectors were tested and were operable on this day.

All homes shall conduct fire and disaster drills at least once every six months and document the date and time of each drill. Last drill documented was conducted on 5/28/24.

The home is observed to be clean and orderly. There are first aid supplies available. There are age-appropriate toys available for children. Appropriate sleeping arrangements in form of a crib and cots were observed.

Licensee states that they plan to care for one infant.

Currently, children are using the back yard for outdoor play time. The outdoor play area was observed to be fenced and LPA observed the outdoor area has toys and other materials for children to play with.

At 10:00 a.m. children’s records were reviewed, including emergency information and were observed to be complete.

At 10:15 a.m. Licensee records were reviewed. The licensee and other personnel have completed training on preventive health practices including Pediatric First Aid and Pediatric CPR. The licensee's Pediatric First Aid and CPR from Red Cross expires on 12/17/25.

LPA observed that the Licensee does have proof of immunization record and the Mandated Reporter AB 1207 compliant Child Care Training Certificate on file with expiration on 3/28/25. Per Licensee, assistant only speaks Mandarin and is unable to complete the training due to language barrier. www.mandatedreporterca.com

Smoking is prohibited in a licensed Family Child Care Home. Per Licensee, no one smokes in the home.

LPA did not observe the following items during the inspection: Infant Walkers, Johnny Jumpers, trampolines, Saucer Chairs, and/or any other item that fall into these categories are not permitted in a family child care facility.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource.

LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, the Licensee, Hsingyi Yeh, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

At this time, the licensee is in compliance with California Code of Regulations Title 22. No deficiencies cited.

The capacity increase request for a Large Family Child Care will be submitted for review. Once a capacity increase is issued, the Licensee is required to adhere to the terms and limitations as stated on the license.

The Notice of Site Visit (LIC 9213) was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
