Licensing Program Analysts (LPAs) Crystal Green and Elka Chavez conducted an announced pre-licensing inspection. Licensing Staff met with Applicant, Elaine Davis and Director, Jazymne Thomas. The proposed hours of operation will be Monday to Friday from 6am to 6pm.

This facility is located within the Town and Arrow Shopping Center. There is an existing preschool program #198019065 that share the same premises. At 10:35 AM, Licensing staff was guided through a tour of the proposed school-age designated areas. Facility will have one main classroom. Furniture and equipment were inspected for age appropriateness and good repair. LPAs observed the classroom to have multiple tables and chairs along with activity stations for the children. Individual storage space will be available for each child. Drinking water will be made available via a water jug and water bottles. LPAs observed the facility to have 2 restrooms accessible to the children that is designated for each gender. All toilets and sinks are in safe and sanitary operating conditions.

The facility has centrally heated and air-conditioned. There is a first aid kit available on site. There are smoke detectors and a carbon monoxide detector on site that meets statutory requirements. The designated isolation area will be the Directors’ Office which is located inside of the classroom area. Parents will be called immediately if children become sick. Ill children will use the staff restroom.

The facility provides will provide snacks to the children in care. This facility has a kitchen on site that will be off-limits to the children in care. The facility will offer transportation services. LPAs observed the transportation vehicle to have 8 booster seats available. The vehicle was also observed to have operational seat belts.

Licensing staff was guided through the outdoor activity space. The outdoor activity was observed to be free of hazardous items however there is no shade provided in the outdoor area. LPAs recommend obtaining seating area with shade. Page 1 of 3

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Facility Representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. Per the applicant, facility is in the process of completing the lead testing requirement in accordance with the Written Directives outlined in PIN 21-21.1-CCP.

Facility Representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

An approved Fire Clearance has been received by the Department. During this inspection, LPAs obtained measurements from both indoors and outdoors.

Total Indoor square footage calculated for 3,727.57 sq. ft. divided by 35 sq. ft. = 106 children
Total Outdoor square footage calculated for 1388.41 sq. ft. divided by 75 sq. ft. = 18 children
Total sinks and toilets available to children calculated for 4 toilets, 1 urinal, and 4 sinks = 60 children

LPAs consulted with the applicant regarding removing outdoor space from the designated preschool and convert to additional outdoor space for the school-age program. The additional space was calculated for 500.91 sq. ft. which will allow for an additional 7 children. This will leave the outdoor space for the preschoolers at 4,531.97 sq. ft which allows for the licensed capacity of 60 children for the preschool license. The applicant will request for an increase in outdoor space at a later date once the fencing is adjusted. At this time the facility will be licensed for the capacity of eighteen.

LPAs consulted with the applicant regarding information needed to submit a waiver request in order to obtain the request capacity. LPAs informed applicant that waivers are not automatically granted and will need to be review by the Regional Office for final approval.

The following correction need to be made prior to submitting application for final approval. Correction will be due by 10/20/2023.
• Applicant will obtain a shade area along with a seating area in the designated Outdoor Space.
