Licensing Program Analyst (LPA) Lilli Babcock conducted an unannounced Case Management – Licensee Initiated visit to the above facility for the purpose of evaluating the Licensee’s request for a capacity increase from 8 to 14. Fire clearance for a capacity of 14 was granted on 11/7/24. LPA met with Licensee, Martha Ledezma, to whom the reason for the visit was explained. Per Licensee, there are 7 children currently enrolled. There were four children present upon arrival. The licensee was observed to be operating within the license capacity limitations.

Per Licensee, two adults and three children currently live in the home, including one foster child. Licensee has a dual license for foster care. Per Licensee, operation hours are Monday to Friday, 7:00 AM to 6:00 PM.

This is a one-story home that consists of 4 bedrooms (one being used as a playroom), 2 bathrooms, kitchen, living room, dining room, front yard, backyard which is fenced, and attached garage.

Per Licensee, the children use 1 bathroom, one bedroom being used as a playroom, living room, and fenced backyard. Areas used by children were inspected for safety, comfort, cleanliness, telephone service, ventilation, and heating. Detergents, cleaning compounds, medicines, sharp objects and hazardous items that can pose a danger to children are inaccessible in areas designated for children.

Per licensee, areas off-limits to children and parents include the kitchen, dining room, three bedrooms, one bathroom, attached garage, and front yard.

Licensee states that there are no poisons, weapons, or bodies of water on the premises, and none were observed on this day. Licensee was advised that all poisons should be locked with a key or combination lock.

The valve on the required 2A 10BC fire extinguisher indicates fully charged and was obtained via Options on 3/28/24 as indicated on the receipt. Smoke and carbon monoxide detectors were tested and were operable.

All homes shall conduct fire and disaster drills at least once every six months and document the date and time of each drill. Last drill documented was conducted on 10/18/24.

The home is observed to be clean and orderly. There are first aid supplies available. There are age-appropriate toys available for children. Appropriate sleeping arrangements in form of playpens were observed.

Licensee states that she is currently caring for four infants. LPA Babcock observed a sleep log for the infants.

Currently, children are using the backyard for outdoor play time. LPA observed outdoor yard to be fenced and has toys and other materials for children to play with.

Licensee records were reviewed. The licensee has completed training on preventive health practices including Pediatric First Aid and CPR.

There are two dogs on the premises. Per licensee, the dogs are kept in off limits areas during daycare hours.

Smoking is prohibited in a licensed Family Child Care Home. Per Licensee, no one smokes in the home.

LPA did not observe the following items during the inspection: Infant Walkers, Johnny Jumpers, trampolines, Saucer Chairs, and/or any other item that fall into these categories are not permitted in a family child care facility.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource.

LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. The

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

A notice of site visit was given and must remain posted for 30 days.

Failure to comply with posting requirements shall result in an immediate civil penalty of $100.

At this time, the licensee is in compliance with California Code of Regulations Title 22. No citations are being issued today. The capacity increase request for a Large Family Child Care will be submitted for review. Once a capacity increase is issued, the Licensee is required to adhere to the terms and limitations as stated on the license.
