On 1/24/2025 at 10:30 am, Licensing Program Analyst (LPA), Crystal Green and Lilli Babcock conducted an announced Pre-Licensing inspection for a new license. Upon arrival, LPAs met with Applicant Representative, Denise Campos. The applicant, Whittier Christian School LLC., has requested to be licensed to serve 61 children: (26) Infants from ages 0 to 24 months in the Infant Nap Room, and Infant Room 1 and 2; and (35) Preschoolers from ages 2 to 6 years old in Preschool Rooms 1, 2, and 3. Hours of operation will be Monday to Friday from 6:30 am to 6:00pm.

All indoor and outdoor activity space utilized for the children was inspected today. LPA informed applicant representative that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, applicant representative stated that they will keep it in a locked medicine box located in the Main Office. A fully equipped first aid kit is also kept in the Main Office. There is an operational carbon monoxide detector on site located within each classroom. All required licensing documents were observed posted outside of the entrance to the facility. Children will be signed in and out at the entrance to their designated classroom.

LPA continued to tour the facility and measured all indoor and outdoor activity space. The total indoor activity space for the Infants measured 919.08 square feet which is sufficient to accommodate the requested capacity of 26 Infants. The total indoor activity space for Preschoolers measured 1298.67 square feet which can accommodate a capacity of 35 Preschoolers.

LPA observed all indoor activity space to be complete with age-appropriate furniture and equipment, including small tables, chairs, cubbies, 4 cribs and 2 playpens, bookshelves, and other activity supplies for the children. The toys are safe with no sharp edges, splinters, or points, nor made of small parts that can present a choking hazard. Drinking water will be available to children via filtered water pitcher.

LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 1/10/2025 by LA County Fire Department.

Feeding tables have broad-based legs, wooden seats are in good repair. Cribs meet regulatory requirements. Crib area was observed located in a separate room with walls which will act as a soundproof barrier with a gate. Sleep logs will be kept in with the Infant nap classroom. Needs and Services Plans and Sleep Plans will be kept in the Infant Room.

Licensing staff observed a total of 5 sinks, 4 toilets available for the preschool children’s use. These are sufficient to accommodate their requested capacity. There are 2 changing table located in Infant Room 1 and 1 changing table located within the Infant Room 2. Changing table have at least 1” padding covered with moisture-resistant, washable material. Sides of the changing table are at least 3” high and the tables was observed located within arm’s reach of a sink. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be located in the Main Office.

Facility will provide AM and PM snacks and Lunch will be provided by a third- party vendor. LPA did not observe a kitchen area located on the premises. Per Applicant Representative, food prep will be handled within each classroom. The Main Office area and food storage areas were observed to be free of rodents and/or vermin.

The facility currently has a (2) fully fenced playground area one is designated as the Infant Yard and Preschool Yard. Fencing was observed to be at least four feet high. The total square footage for the designated Infant outdoor activity space is 1,050 square feet, which can only accommodate 14 children at one time. The total square footage for the designated Preschool outdoor activity space is 3,511.17 square feet, which can accommodate the requested preschool capacity.

Per Mrs. Denise, a waiver will be requested to obtain the requested capacity for the Infant Program. A playground waiver to share the Infant playground at different times in the AM and PM due to limited square footage shall be submitted and approved prior to licensure.

LPA observed the Infant and Preschool yard to have insufficient shade in their designated space. The infant yard was observed to have insufficient play equipment. There are sufficient outdoor age-appropriate toys, tricycles, and play structure available on the preschool playground. Drinking water is available via portable water jug. LPA observed all hazardous items on the playground to be inaccessible to children. Applicant was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).

Applicant representative was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with the applicant and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPA also informed the applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

LPA reviewed with applicant representatives the LIC 311A, Records to Be Maintained at The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department.

Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. The Applicant Representative, Denise Campos, also is an existing license for Campos Family Childcare Home 198016781. During this inspection, Denise Campos, has been advised that in order for her to maintain her family childcare license, she must be present in the home 80% of the time.

During this inspection, LPA discussed with the Applicant Representative options available regarding the Infant outdoor space. Per Applicant Representative, informed she will submit a waiver letter to the Regional Office. The Applicant Representative was informed that the waiver request will be reviewed by the Regional Office for final approval in order to obtain the requesting capacity of 26 infants.

The following corrections are needed prior to the issuance of the license:
• The Applicant must obtain and submit proof of shade obtained for the Infant outdoor play area.
• The Applicant must obtain and submit proof of age-appropriate toys and play equipment for the Infant yard. • The Applicant must obtain and submit proof of refrigerator for the Infant Program.
• The Applicant must obtain and submit proof of napping cots for children.
