On 7/26/2024 at 10:05 am, Licensing Program Analyst (LPA), Crystal Green conducted an announced Pre-Licensing inspection for a new School-Age Program and to convert the existing Preschool Program into a Single License.Due to Assembly Bill (AB) 605, this location will be converted into a single License which is the conversion of currently licensed Child Care Centers with multiple licenses and is owned and operated by one licensee at a common address for different age components.

This location is currently licensed (198020021) as a Preschool Program serving (14) children from ages 2 to entry into first grade in classrooms 1, 2, and 3. Upon arrival, LPA met with Applicant Representative, Turosca Allen. The Applicant, TAC Smart Enterprises, Inc., is requesting to increase the licensed capacity to (28) children by adding a new school-age program with a capacity of (13) children from ages TK to 12 years old in the Portable Classroom, Tech Room, and Culinary Room and (15) preschool children from ages 2 to 6 years old in Classrooms 1, 2, and 3. Hours of operation will be Monday to Friday from 6:00am to 7:00pm.

All indoor and outdoor activity space utilized for the children was inspected today. LPA observed the facility main office to be located next door in #2110. LPA informed Applicant Representative that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Applicant Representative stated that they will be kept in the office area. A fully equipped first aid kit is located throughout the facility. There is an operational carbon monoxide detector on site located in classroom 2. All required licensing documents were observed posted in near the entry of classroom 1 and school-age portable classroom. Children will be signed in and out using the ProCare app.

LPA continued to tour the facility and measured all indoor and outdoor activity space. The total preschool indoor activity space measured 530.00 square footage, which can accommodate the requested preschool capacity of 15 children. The total school- age indoor activity space measured 478.52 square footage, which can accommodate the requested preschool capacity of 13 children.

LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots/mats, bookshelves, and other activity supplies for the children. Infant toys are safe with no sharp edges, splinters, or points, nor made of small parts that can present a choking hazard. Drinking water is available in the classrooms via water pitcher. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 06/13/2024. This facility will provide transportation to school-age children.

LPA observed a total of 3 sinks, 2 toilets, 2 potty chairs available for preschool children’s use. LPA also observed the school age program to have 2 sinks and 1 toilet available for the school-age children. There is a separate staff restroom equipped with a toilet and a sink located in the adjacent building which is the main office area for staff. The isolation area for children who are ill will be the main office area.

Facility will provide AM/PM snacks and Lunch. There is a kitchen area on site that includes refrigerator, stove, sink, food prep counter, and microwave. The kitchen area is also use as the Culinary Area. The kitchen area and food storage areas were observed to be free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Hazardous items in kitchen are inaccessible to children.

The facility currently has two fully fenced playground area designated preschool and school age program. Fencing is made of a brick wall which is at least four feet high. The total square footage for the outdoor activity space for the preschool measured for 1,445.44 square footage, which is sufficient to accommodate the requested preschool capacity. The total square footage for the outdoor activity space for the school-age measured for 1,308.76 square footage, which is sufficient to accommodate the requested preschool capacity.

There are sufficient outdoor age-appropriate toys and play equipment available on the playground. Drinking water is available via children personal water bottles. LPA observed all hazardous items on the playground to be inaccessible to children. Applicant representative was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

Applicant representatives was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

No corrections are needed. A license for 28 children: (15) preschoolers and (13) school age children will be granted upon a final file review.
