On 8/06/2024 at 10:35 am, Licensing Program Analyst (LPA), Crystal Green conducted an announced Pre-Licensing inspection for a new School-Age Program and to convert the existing Infant Program (198003094) and Preschool Program (198003094) into a Single License. Due to Assembly Bill (AB) 605, this location will be converted into a single License which is the conversion of currently licensed Child Care Centers with multiple licenses and is owned and operated by one licensee at a common address for different age components.

This location currently has an operating Infant Program serving (20) children from ages 6 weeks to 24 months in the (2) classrooms called Infants and Toddlers. The Preschool Program is licensed to serve (96) children from ages 2 to 5 years old in (3) classrooms called Discovery Preschool, Preschool, and Pre- Kindergarten.

Upon arrival, LPA met with Facility Representative, Lauren Mier. The Applicant, Kindercare Learning, LLC., is requesting to increase the licensed capacity to (140) children by adding a new school-age program with a capacity of (24) children from ages TK to 12 years old in the (2) classrooms called School-Age Side 1 and School Age Side 2. The Infant and Preschool capacity will remain the same. Hours of operation will be Monday to Friday from 6:00am to 6:00pm.

All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Facility Representative that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Facility Representative stated that they will be kept in the office area. A fully equipped first aid kit is located throughout the facility. There is an operational carbon monoxide detector on site located near the kitchen area and within the Infant classroom. All required licensing documents were observed posted in near the entrance of the facility in the hallway. Children will be signed in and out using the Care Connect app.

LPA continued to tour the facility and measured the requested indoor and outdoor activity space. The total school-age indoor activity space measured 1513.09 square footage, which can accommodate the requested preschool capacity of 24 children. LPA did not obtain measurements for existing licensed indoor areas.
LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots/mats, bookshelves, and other activity supplies for the children. Infant toys are safe with no sharp edges, splinters, or points, nor made of small parts that can present a choking hazard. Drinking water is available in the classrooms via filter water pitcher and child’s personal drinking bottle. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 07/12/2024. This facility will provide transportation to school-age children.

LPA observed a total of (4) sinks and (2) toilets available for the school-age children’s use. These are sufficient to accommodate the requested school-age capacity of (24) children. School age restrooms afford privacy for the children. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be the staff restroom located near the Director’s Office.

Facility will provide AM/PM snacks and Lunch. There is a kitchen area on site that includes refrigerator, stove, sink, food prep counter, and microwave. The kitchen area and food storage areas were observed to be free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Hazardous items in kitchen are inaccessible to children.

The facility currently has (3) fully fenced playground area designated Infant, Preschool and the School age program. Fencing is made of wrought iron which is at least four feet high. The total square footage for the outdoor activity space for the school-age program measured for 2,285.67 square footage, which is sufficient to accommodate the requested school-age capacity. LPA observed each playground to be physically separated by a wrought iron fence. LPA did not obtain measured for the designated Infant and Preschool outdoor activity areas. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. Drinking water is available via children personal water bottles. LPA observed all hazardous items on the playground to be inaccessible to children. Facility representative was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). This facility has tested their water for lead and has a copy of the results on file.

Facility representative was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

Applicant Representatives was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain childcare by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During this inspection, LPA provided the Facility Representative with a Notice of Incomplete Application Letter and informed that the requested documents must be submitted to the Regional Office by 8/30/2024. Upon receipt of requested documents and the final file review, this facility will be licensed under a Single License for an overall capacity of (140) children: (20) Infants in classrooms in the Infant and Toddler room, (96) preschoolers in classrooms Discovery, Preschool, and Pre- Kindergarten, and (24) school-age in classrooms school-age side 1 and side 2.
