1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25	On 8/21/2024 at 4:00 pm, Licensing Program Analyst (LPA), Crystal Green conducted an announced Pre-Licensing inspection requesting to add a new Toddler Program and to convert the existing Preschool Program (192004344) into a Single License. LPA met with Licensee Representatives, Kohar Jarlekian and Hovel Babikian. This location is currently licensed to operate as a Preschool Program with the capacity of 100 children from ages 2 to 5 years old in (5) classrooms. Due to Assembly Bill (AB) 605, this location will be converted into a single License which is the conversion of currently licensed Childcare Centers with multiple licenses and is owned and operated by one licensee at a common address for different age components. The licensee, Pasadena Christian School, is requesting to increase the licensed capacity to (164) children by adding a new toddler program with a capacity of (34) children from ages 18 to 30 months old in the (2) classrooms called Toddler Room A and Toddler Room B; and the preschool program with a capacity of (130) children from ages 2 to 5 in classrooms 1, 2, 3, 4, 5, and the Art Room. Hours of operation will be Monday to Friday from 7:00am to 6:00pm. All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Licensee Representative that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Licensee Representative stated that they will be kept in the office area. A fully equipped first aid kit is located throughout the facility. There is an operational carbon monoxide detector on site located near the kitchen area. All required licensing documents were observed posted in near the entrance of the facility in the hallway. LPA continued to tour the facility and measured all of the indoor and outdoor activity space. The total Toddler indoor activity space measured 1204.43 square footage, which can accommodate the requested capacity of 34 toddler children. The total Preschool indoor activity space measured 5,598.10 square footage, which can accommodate the requested capacity of 130 preschool children.

LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots/mats, bookshelves, and other activity supplies for the children. Drinking water is available to the children via filter water fountains and the child’s personal drinking bottle. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 08/19/2024.

LPA observed a total of (3) sinks and (3) toilets available for the toddler children’s use. The preschool children have a total of (11) toilets and (11) sinks. LPA also observed changing tables located within each restroom within arm’s reach of a sink. These are sufficient to accommodate the requested toddler and preschool. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be the staff restroom located near the Director’s Office.

Facility will provide AM/PM snacks. The parents will provide lunch for their child. There is a kitchen area on site that includes refrigerator, stove, sink, food prep counter, microwave, and dishwasher. The kitchen area and food storage areas were observed to be free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Hazardous items in kitchen are inaccessible to children.

The facility currently has (3) fully fenced playground areas one is designated for the toddler children and two play areas are designated for the preschool children. Fencing is made of wrought iron and brick which is at least four feet high. The total square footage for the toddler outdoor activity space measured 1,674.00 square footage, which can only accommodate 22 children at one time, which is insufficient for the number of children being requested. A playground waiver to share the playground at different times in the AM and PM due to limited square footage shall be submitted and approved prior to licensure. The total square footage for the preschool outdoor activity space measured 13,620.00 square footage, which is sufficient for the requested preschool capacity.

LPA observed each playground to be physically separated by a wrought iron fence. There are sufficient outdoor age-appropriate toys and play equipment available on each playground. Drinking water is available via children personal water bottles. LPA observed all hazardous items on the playground to be inaccessible to children. Licensee representative was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). This facility has tested their water for lead and has a copy of the results on file.

The licensee representative was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

Licensee Representatives was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain childcare by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. During this inspection, LPA consulted with the licensee representative regarding submitting the outdoor waiver request letter. The Licensee Representative, Kohar Jarlekian, was informed that the waiver requests will be reviewed by the Regional Office for final approval in order to obtain the capacity of 34 toddler children.
No corrections are needed. The facility will be issued a license for a capacity of (155) children: (22) Toddlers ages 18 to 30 months in classrooms Toddler A and Toddler B and (130) preschoolers ages 2 to 5 years old in classrooms 1, 2, 3, 4, 5, 6, and the Art Room will be granted.

Upon final approval of the outdoor waiver request, a license for (164) children: (34) toddlers ages 18 to 30 months in classrooms Toddler A and Toddler B; and (130) preschoolers ages 2 to 5 years old in classrooms 1, 2, 3, 4, 5, 6, and the Art Room will be granted.
