On 9/30/2024 at 9:30 a.m., Licensing Program Analysts (LPAs) Crystal Green and Shushanik Safaryan conducted an announced Pre-Licensing inspection to add a new Infant Program to an existing preschool which will convert both programs into a new Single License. Upon arrival, LPAs met with Applicant Representative, Rohini David.

This location currently is licensed as a Preschool Program (198006301) serving (85) children from ages 2 to 6 years old in the (3) classrooms: Classrooms 1, 2, and 3.

Applicant, Flintridge Montessori Preschool & Elementary, Inc., is requesting to add a new infant program with a capacity of 12 children from ages 12 to 24 months in classroom 5 to the existing preschool program. The requesting capacity will be 97 children.

There is a Private School on site, affidavit from the Department of Education on file. Kindergarten programs operate out of classroom 4. There are no shared areas indoor between the programs. There is a waiver on file to allow the kindergarten to utilize the preschool outdoor space located in the back of the facility near the parking lot. Facility operation hours are from Monday to Friday from 7:30 a.m. to 5:00 p.m.


All indoor and outdoor activity space utilized for the children was inspected today. LPA Green informed Applicant Representative that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Applicant Representative stated that they will be in a higher cabinet located in the Director Office. A fully equipped first aid kit is located in the Director’s Office. There is an operational carbon monoxide detector on site located in the Kitchen area. All required licensing documents were observed posted in each classroom. LPAs continued to tour the facility and measured the proposed infant indoor and outdoor activity space. Total infant indoor activity space measured 573.91 square footage, which is sufficient to accommodate the requested capacity of 12 Children. LPAs observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping mats, bookshelves, and other activity supplies for the children. No cribs were observed during today’s inspection. Drinking water is available in the classrooms via filter water pitcher. LPAs observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 9/19/2024.

Licensing staff observed a total of 1 sink and 2 potty chairs available for infant children’s use. There is a diaper changing table with arms’ reach of the sink located within the classroom. These are sufficient to accommodate the requested capacity of 12 children. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be the staff restroom located near the Director’s Office.

Parents will provide their child’s AM/ PM snacks and Lunch. Facility will have additional snacks in case of emergencies. Per Applicant Representative, Infant food and bottles will be kept and prepared in the kitchen area. The kitchen area currently includes refrigerator, sink, microwave, and food prep counter. The kitchen area and food storage areas were observed free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Hazardous items in kitchen are inaccessible to children via locked cabinet.

The facility currently has two playground areas: Preschool and Infant yard. Fencing wrought iron is at least four feet high. Measurements were obtained for the proposed infant outdoor activity space. The designated infant outdoor space was observed to not have a physical barrier/ fence to prevent access from the existing programs. Per Applicant Representative, they will obtain a gate divider for the designated Infant yard space. The total square footage for infant outdoor activity space is 946.6 square feet, which is sufficient to accommodate the requested capacity. There is a wavier on file which allows private kindergartners utilize preschool outdoor play area which is located in the back of the facility from 12:00 PM to 3:00 PM.

Shade is provided via shape sails. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is adequate cushioning in fall zones of climber provided by artificial turf and outdoor space pads. Drinking water is available via filter water pitcher and children personal cups. LPAs observed all hazardous items on the playground to be inaccessible to children. Applicant Representative was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).

The following corrections are needed prior to the issuance of the license:
  • Applicant must obtain a gate divider/ physical barrier for the designated Infant outdoor space
  • Applicant must obtain a child safety gate in the outdoor area to prevent access to the rear of the facility.

Applicant Representative Rohini David understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied.

Upon receipt of the corrections, this facility will be licensed for a total of 97 children: (12) Infants from ages 12 to 24 months in classroom 5 and (85) preschoolers from ages 2 to 6 years old in classrooms 1, 2, and 3.
