On 11/18/2024 at 1:00 PM, Licensing Program Analyst (LPA), Crystal Green conducted an announced Pre-Licensing inspection for a new license. Upon arrival, LPA met with Applicant Representative, Niland Lim. Applicant, Options for Learning, is requesting to be licensed for (24) preschoolers from ages 2 to 6 years in classrooms # 2. Hours of operation will be Monday to Friday from 7AM to 5PM.

This Facility is located on the premises of the Cameron Elementary School. Per Applicant Representative, there will be a designated pick up and drop off area viewable by a signage placed near the entrance gate with the facility information and phone number. This entrance gate will be kept locked and only be used by the preschool program. Per Applicant Representative, the facility plans to have sufficient staff available to allow for staff to meet the parents at the gate for pick up and drop off and the child will be escorted to and from the designated pick-up area. Children will be signed in and out at the designated preschool gate. Parents that arrive between 7:50 AM to 2:30 PM will be required to check in at the main office.

All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Niland Lim that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Niland Lim stated that they will be in a stored higher cabinet located in the classroom. A fully equipped first aid kit is located in within the classroom. There is an operational carbon monoxide detector on site located within the classroom. All required licensing documents were observed posted near the entrance to the classroom.

LPA continued to tour the facility and measured all indoor and outdoor activity space. Total indoor activity space measured 802.19 square footage, which is only sufficient to accommodate the capacity of 22 children. LPA observed the indoor activity space to have bookshelves, cubbies, and other activity supplies for the children.

LPA did not observe any age-appropriate furniture and equipment such as tables, chairs, and napping cots. Per Applicant Representative, the additional furniture and equipment has been ordered and pending delivery. LPA observed a 2nd exit door leading to the TK yard that will be kept unlocked for emergencies. LPA recommended to the Applicant Representative to place a door chime on the 2nd exit door to alert staff if opened. Drinking water is available in the classroom via drinking dispenser attached to the sink and children personal water bottles. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 10/24/2024 by the West Covina Fire Department. The Fire department added comments to the fire clearance that limited the enrollment age from 3 to 6 years old.

LPA observed a total of (2) sinks and (1) toilets label boys’ restroom available for children’s use. At this time, the number of toilets designated for the preschool children limits the capacity to 15. There is an additional toilet located in a separate restroom labeled girls restroom next to the designated preschool restroom however it is currently designated for use by the elementary TK program. Per Applicant Representative, permission was obtained from the school district to use the additional toilet. LPA advised that a restroom waiver must be requested and approved in order to obtain the capacity requested. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be the Nurse’s Office and children will use the staff restroom.

Facility will provide AM/PM snacks and lunch will be delivered daily by the California Food Program. LPA observed a sink with a food prep countertop located within the classroom along with a refrigerator, microwave, and food warmer.

The facility currently does not have a separate designated playground area. The playground areas are designated for the TK elementary children. There are several fenced playground areas available. The applicant plans to request a waiver to allow the preschool program to share usage of the Kindergarten/ TK playground areas. A playground waiver to share the playground at different times in the AM and PM due to not having a separate designated outdoor space shall be submitted and approved prior to licensure. Shade in the TK yard is provided via fixed shade structure. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a climbing structure on the playground for children ages 2 to 5 years old. which is properly anchored.

There is adequate cushioning in fall zones of climber provided by outdoor cushion material. Drinking water is available via filter water dispenser and child’s water bottle. LPA observed all hazardous items on the playground to be inaccessible to children. Applicant, Niland Lim was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).

Applicant representative was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

During this inspection, LPA obtained pictures of the outdoor play area and the TK designated restroom. The Applicant Representative, Niland Lim, was informed that the waiver requests will be reviewed by the Regional Office for final approval.

The following corrections are needed prior to the issuance of the license:
  • Applicant must submit proof of age-appropriate furniture and equipment such as tables, chairs, and napping cots.
  • Applicant must submit proof of the door chime placed on the 2nd exit door.

At this time, due to the fire clearance approval document received from the West Covina Fire Department this facility enrollment age will start at 3 years old. A license for (22) children from ages 3 to 6 years old in classroom 2 will be granted upon a final file review and approval of the outdoor and restroom waiver. Exit interview conducted and report was reviewed with the Applicant Representative, Niland Lim.
