On 2/11/2025 at 10:05 am, Licensing Program Analyst (LPA), Crystal Green conducted an announced Pre-Licensing inspection for a new license. Upon arrival, LPA met with Applicant Representatives, Ani Jaloyan and KJ Mayer. The Applicant, Ani Jaloyan, is requesting to be licensed for (30) school-age children from ages 5 to 14 years old in (2) classrooms: 1 and 2. Hours of operation will be Monday to Saturday from 8:00am to 7:00pm.

All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Applicant Representatives that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Applicant Representatives stated that they will be located in the common area stored in a locked. A fully equipped first aid kit is located in the common area. There is an operational carbon monoxide detector on site located throughout the facility. All required licensing documents were observed posted in the main office area. Per Applicant Representatives, child pick up and drop will occur in the rear parking lot accessible from Colorado St. during the hours of 1:00pm to 5:00 pm and after hours drop will occur from the front entrance. Children will be signed in and out at the entrance of the school.

LPA continued to tour the facility and measured all indoor and outdoor activity space. The total indoor activity space measured 943.22 square footage, which is can only accommodate the capacity of 26 children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, bookshelves, and other activity supplies for the children. Drinking water is available to the children via filtered water dispenser. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 01/06/2025.

LPA observed a total of 2 sinks and 2 toilets for children’s use. These are sufficient to accommodate the requested overall capacity of children. Restrooms afford privacy for children. There is a separate staff restroom that will be located in the adjoining building equipped with a toilet and a sink.

Facility will provide snacks to the children. There is a kitchen prep area located in the common area that includes refrigerator, microwave, and food prep counter. The food prep area and food storage areas were observed to be free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Hazardous items in the food prep area are made inaccessible to children via a locked cabinet door.

This facility currently has a playground area that is located in the rear parking lot. Per Applicant Representative the rear parking lot will be inaccessible to the public during the hours of the children scheduled outdoor time. Fencing is made of wrought iron which is at least four feet high. The total square footage for the outdoor activity space measured 3380.88 square footage, which is sufficient to accommodate the requested capacity. LPA observed the rear building to provide natural shade. LPA did not observed the outdoor play area to contain age-appropriate toys and play equipment. Drinking water is available via children personal water bottles. All hazardous items on the playground areas must be made inaccessible to children. Applicant representatives was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. At this time the facility will not offer transportation to the children enrolled. Parents will drop off and pick up their child from the facility location.
For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).

Applicant representatives was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

The Applicant Representative, Ani Jaloyan, also has an existing license to operate a Large Family Childcare Home 198019136. During this inspection, LPA discussed with Mrs. Jaloyan, the options available to her regarding maintain her family home child license. Mrs. Jaloyan has been advised that in order for her to maintain her family childcare license, she must be present in the home 80% of the time.

The following correction is needed prior to the issuance of the license:
  • Applicant must submit proof of obtaining age- appropriate outdoor play equipment, chairs, and additional shade.

Applicant Representatives, Ani Jalyon, understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied. Once all corrections are received and approved, A license will be issued for (26) children from ages 5 to 14 years old.
