25 | On 02/06/26 at 12:00pm, Licensing Program Analyst (LPA) Diana Ortiz conducted an unannounced case management inspection for an Action Level Exceedance (ALE) detected in water fixtures in the facility. LPA met with Facility Representative, Esther Adams, who led LPA on a tour of the facility. Per facility representative, this facility currently does not have any children enrolled. LPA observed zero (0) children and zero (0) staff present at the time of inspection.
LPA reviewed new Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, which requires the testing of water for lead in Child Care Centers (CCCs) with facility representative during the inspection. Per AB 2370, all CCCs that are located in buildings constructed before January 1, 2010, must have their water tested and post the results by January 1, 2023, and every 5 years after the date of the first testing.
On 01/20/2026 facility provided facility sketch and required forms LIC 9276, LIC 999 and LIC 9275 to the department via email. On 01/06/2026, the Department received notification from the State Water Resources Control Board (SWRCB), Division of Drinking Water (DDW). The SWRCB report indicated that the facility was inspected and samples were collected on 12/22/2025. Faucets reported with 5.5 ppb or greater lead exceedance levels were as follows:
· Sample Site D (8.970.000 UG/L) – Faucet with attached drinking fountain, currently not in use.
Facility representative stated that the facility has not used the attached fountain, (D), in the classroom as there are currently zero children enrolled. This facility was licensed on 12/30/25. Per facility representative, the enrollment will begin on 02/17/2026 (declaration was received on todays visit).
