On 9/12/2024 Licensing Program Analysts (LPA) Joshua Ortega and Claudia Kam conducted an unannounced annual inspection. LPAs met with Director, Cruz Meneses, who guided analyst on tour of facility at 09:35AM. This is a preschool program located at Euclid Elementary. The preschool program operates in two sessions (AM and PM) in one classroom. Days of operation: Monday - Friday. Hours of operation: AM session: 8AM-11:30AM and PM Session: 12:30PM to 4PM.

All areas identified on the Facility Sketch were inspected. LPAs observed three Staff and director with 15 children during the AM session. The following was observed during tour of facility:

PHYSICAL PLANT - Upon entry the classroom consists of dramatic play, circle time area , art area and library area. Disinfectants, cleaning solutions and other items that may pose a danger to children, were observed to be inaccessible. Director states there are no poisons in the facility. Per Director there are no medications stored in the facility at the moment. LPA Ortega observed the cleaning supplies stored in a cabinet above the hand washing sink. Furniture and equipment are in good condition, free of sharp, loose, or pointed parts. Hand washing sinks are safe, sanitary and are operating properly. All floors are clean and safe. Children share the restroom with the elementary school ETK Class. The toilet was observed to be in good condition. The sink in the restroom is being shared and per the Director, it is sanitized before and after the cohort uses it.

Kitchen areas/food preparation areas and food storage areas are kept clean and are free of litter, rubbish and rodents and/or any other vermin. Trash cans used to discard food have tight fitting lids. Drinking water is readily available via delivery service by Sparklets. Children are served water as needed during the day in disposable cups.

Since this program runs two sessions, children do not nap. Storage for children's belongings was inspected. Sign in and out sheets were reviewed. Items in these supplies are not shared between students and are sanitized weekly by staff. Sign in and out sheets are also individually labeled.

The Outdoor area is also shared with the elementary school and it is used on a staggered schedule. Outdoor playground equipment is in safe condition, free of sharp, loose or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. All areas around or under high climbing equipment, tricycles, slides,basketball hoops and similar equipment are cushioned with material that absorbs a fall. There is adequate shade in the play yards.

All individuals present have obtained a criminal record clearance or criminal record exemption. There is at least one person trained in CPR and Pediatric First Aid present during this inspection. The name of the child care center director or fully qualified teacher(s) designated to act in the director's absence is on file. Educational background, training, and/or experience for each staff present are on file and were reviewed.
In review of children’s records, files contain information including, but not limited to the following: Name, address and telephone number of the child's authorized representative and of relatives or others who can assume responsibility for the child if the authorized representative cannot be reached when necessary.
Children's roster was reviewed and is current. Lockdown drill was conducted on 09/11/2024

Snack menu was observed to be posted and are provided to parents monthly. Menu Snacks were reviewed for availability, quantity and appropriateness to children in care. The facility provides AM and PM snack only. Children do not eat breakfast or lunch at this facility.

First Aid supplies were inventoried. First aid kits are kept in the classroom. Carbon monoxide detectors and smoke detectors are present and in operable condition. Fire extinguishers were last serviced in October 2023.The school's nurses office and an area in the classroom behind the Director's desk is used as the ill/ isolation area. The facility administers prescription and non-prescription medications. Medications will be stored in the filing cabinet next to the Director's desk, unless refrigeration is needed. In this case, medication will be stored in the refrigerator that is located in the classroom.

The following were discussed with the Director:
The fire extinguisher type 2A-10BC must be serviced annually or as often as necessary. Smoke and Carbon Monoxide detectors should be checked, and batteries replaced as needed. Changes should be reported to the Department as soon as they occur such as construction, remodeling, telephone number changes and/or if you move from your location. The Director was also advised of the requirement to report Unusual Incidents and/or injuries to the parent/guardian and to CCLD within the time frame specified by the regulation.

Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
