25 | On April 28, 2026, at 1:45pm, Licensing Program Analyst (LPA) Keneisha Dunlap arrived at the facility for an unannounced case management visit. LPA Dunlap announced the purpose of the visit and was granted entry into the facility by Facility Representative- Shirley Jones. There are 33 children enrolled, 26 children present, and 5 staff present at the time of inspection. This is a preschool program, and the center hours of operation are Monday- Friday 6:00am-6:00pm.
On April 14, 2026, LPA Dunlap reviewed a message on Brightwheel App that was sent on June 17, 2025, from the Licensee.
Based on an interview with the Licensee and a review of the BrightWheel communication sent on June 17, 2025, the Licensee confirmed they issued a message on the app regarding a recent Licensing investigation. In said message, the Licensee explicitly addressed "the parent that called Licensing to report us." The Licensee stated they held "no ill will," however, characterized the regulatory report as a "weapon," stating, "No weapons formed against me will prosper."
The Licensee's decision to publicly address a confidential complaint and frame a parent’s regulatory rights as a "weapon" constitutes retaliation and intimidation in a public forum, which constitutes a violation of the parent's rights to lodge a complaint without fear of retaliation or discrimination.
A Type B deficiency will be cited during today’s visit.
Appeal Rights given to and explained to Facility Representative- Shirley Jones.
A notice of site visit was given and must remain posted for 30 days.
