Licensing Program Analyst (LPA) Peter Bishop arrived at the above facility for the purpose of an Unannounced Annual Inspection on February 24, 2026 at 12:40 p.m. Upon arrival, LPA announced the purpose of the visit and was granted entry into the facility by Licensee Richard Sanchez who provided tour of facility. LPA provided the inspection Entrance Checklist, LIC 126. LPA inspected rooms/areas on the facility sketch in which child-care services are provided and to which children have access. Per licensee, the current hours of care provided are Monday – Friday 6:00 am -- 6:00 pm at the time of inspection no overnight care is provided. There was 0 children present during today's inspection. Licensee states that there is a total of 7 enrolled. Licensee stated that he is the only person that lives in the home. Background clearance on file. LPA observed the facility license, LPA did observe the Publication (PUB) 394- Notification of Parent Rights and Licensing Form (LIC) 9148- Earthquake Preparedness forms. Licensee was advised to post the required documents on the parent board.

This is a one story home which consists of 3 bedrooms, 1 restroom, living room, kitchen, fenced front yard and detached garage (off limits). Licensee Richard Sanchez guided LPA on a tour of the facility indoors and outdoors. All areas identified on the facility sketch were inspected, excluding the off limits areas.

Per Licensee areas off limits to children and parents are one bedroom (back bedroom), outdoor area behind the home and the garage. LPA observed the bedroom to be locked. The outdoor area behind the home and the garage are separated by a gate on the side driveway. There is no access to the garage through the home. There is another home with a separate address which is not licensed located in this part of the off limits outdoor area. The off limits bedroom has direct access to this outdoor area. This bedroom will be kept locked during operating hours. The Licensee understands that off limit areas are to be inaccessible to children at all times and that Licensing staff may have access to off-limit areas during inspection visits if necessary.

The living room, kitchen, bathroom and two bedrooms. The daycare areas (living room and two bedrooms) that will be used by children were observed for safety, comfort, cleanliness, telephone service (cell phone and landline), ventilation and heating. For ventilation, Licensee states windows will be kept closed and there are ceiling fans in the bedrooms. There is no wall heater or central heating. Licensee will provide heat via a portable heater. LPA advised Licensee to keep heater out of reach of children. Per Licensee there are no firearms or weapons stored in the home. LPA did not observe any firearms or weapons in the home. Licensee states that there are no body of water present. LPA did not observe any bodies of water on the premises.

CPR & First Aid did not have CPR on file. LPA Bishop informed Licensee that the Assistant can not be left alone without a Valid CPR Certification on file. Licensee acknowledged and indicated that he would make sure that a copy is kept on file for the future.

Licensee Richard Sanchez was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with Licensee Richard Sanchez and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Licensee Richard Sanchez of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. During the exit interview, Licensee Richard Sanchez confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
