On 05/24/24 at 1:15 PM Licensing Program Analysts (LPAs) Claudia Kam and Randy Derraco conducted an unannounced case management for a facility increase to the above-mentioned address. LPAs disclosed the purpose of the inspection and was granted entry to the facility by the licensee.

The licensee is requesting a large family childcare home license. Per licensee, operation hours will be Monday through Sunday, 23 hours per day. Licensee states that they will care for children ages 0-13 years old and up. Licensee Ericka Contreras, guided LPAs on a tour of the home. LPAs observed 2 total adults present during the inspection. All adults living in the home have been live scanned, cleared and associated to the home. Individuals residing in the home have been noted and discussed. Four children were observed to be in care during inspection.

This is a two-story home that consists of 5 bedrooms. The off-limit areas of the home is the upstairs area including the 2 bedrooms and bathroom, and kitchen. Main care area is located in the downstairs portion of the house, consisting of the living room at the entrance of the house and the living room at the back of the house, and the dining room connecting the two living rooms. In addition care will be provided in the two bedrooms adjacent to the entrance living room. One room will be used as an activity room and the second bedroom as an infant nap room/ changing room. The master bedroom and bathroom adjacent to the back living room will have the door closed at times but is accessible to the children. The master bathroom and bedroom was inspected and found to be free of dangers. The bathroom used by the children is located between the two bedrooms and at the back of the house is a second half bath in the back living room. LPAs observed a cots at time of visit as nap time was in progress, and a child size table for dining in the dining area. The kitchen next to the dining room area was made off limits with a metal baby gate. The stairs to the second floor is make off limits with an attached wood and metal baby gate and was observed to be closed and operable at time of inspection. The back child care area is outfitted with a large sofa.

The bedroom used for activity room has a desk, lounge chairs and a small table with chairs. The nap room has a crib and changing tables observed to be in compliance regarding regulation.

Required postings observed at time of inspection. The licensee has completed the required Health and Safety Training, Nutrition, and Lead Training, Mandated Reporter Training and Pediatric First Aid and CPR. Applicant has proof of required immunization records. Assistants have required training and immunization records on file.

There are first aid supplies available and were inspected and found in compliance. LPA observed that the licensee has a 2A10 BC fire extinguisher in the home, serviced on 2/15/2024. Smoke detector and carbon monoxide detector was tested and was operable at time of inspection. Cleaning supplies, chemicals, solvents, and medications are stored out of reach and inaccessible to children; poisons are locked and inaccessible to children by locks on the the kitchen sink cabinet and metal gate separating the kitchen from the care area. The applicant was advised that any poisons must be locked, not just inaccessible. Applicant states there are no guns in the home. LPAs did not observe any of the bodies of water, hazardous items, or firearms at time of inspection. LPAs did not observe any pets at the home during today's visit. All areas identified on the facility sketch were inspected, including but not limited to, off limit areas. All areas identified on the facility sketch as accessible to children were inspected to ensure that they are clean and orderly with ventilation and heating for the safety of the children. The applicant understands that licensing staff may have access to off-limit areas during inspection visit if necessary.

The bathrooms was observed to be clean with an operable sink, faucet and toilet. Licensee has reported that food will be provided by licensee. Licensee's kitchen has been observed to be free of hazards and refrigerator has been observed to be in good condition at time of inspection. Food was observed to be properly stored and refrigerated at time of inspection.

The outdoor play area is located in the backyard and is equipped with ride on toys, bikes and a large wooden play structure with artificial grass on the stands to prevent injury and was observed to be in good condition at time of inspection. LPAs have observed perimeter fencing to be in good condition and at regulation height. LPsA observed the open free play area to be free of loose and sharp parts and the yard and all trees, shrubs, and plants are maintained.

LPA observed operable telephone service via a cell phone. Licensee was advised the cell phone must be kept at the facility during operation hours. Licensee reminded that smoking is prohibited on the premises. LPA advised to read the Child Care quarterly updates every season as the come out to stay informed of any changes or updates to the regulations. LPAs informed the Child Care Advocate Program (CCAP) provide many other helpful resources to the licensees and the public. Visit www.cdss.ca.gov to receive important updates.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

On this date, 05/24/2024, the California Attorney General - Megan’s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ.

Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
