Licensing Program Analyst (LPA) Randy Derraco conducted an unannounced case management inspection to the above mentioned address on 04/12/24 at 10:00 AM. LPA met with licensee Cleo Thomas, who guided LPA on a tour of the home. LPA observed 1 adult and 1 child present during inspection. Per licensee, children present live in the home and were verified via LIC 279B. Individuals residing in the home have been noted and discussed. The licensee is requesting a capacity increase to her family childcare home license. Per licensee, operation hours will be Monday through Friday 12:00 AM to 11:57 PM and Saturday 12:00 AM to 5:00 PM. Licensee states that they will care for children 0 to 17 years old.

All areas identified on the facility sketch were inspected, including but not limited to, off limit areas. This is a two story home that consists of 5 bedrooms, 3 bathrooms, living room, den, kitchen/dining area, detached garage/pool house, front yard and back yard (fenced). Off limit areas include 4 bedrooms, 2 bathrooms, kitchen/dining area, living room, front yard and part of the back yard. The licensee understands that licensing staff may have access to off-limit areas during inspection visit if necessary.

Main care areas include the den. LPA observed age appropriate toys, a wall mounted television, a wooden locker for storing personal belongings, child sized table and child sized chairs. LPA observed the fire place in the main care area to have a gas line that has been sealed. Per licensee, the chimney has also been sealed and the fire place is not operable. A tension gate was observed to be mounted on the face of the fire place making it inaccessible to children. A sliding glass door was observed with two locks and a sensor making the entrance to the off limits back yard inaccessible to children. The bedroom designated for care was observed with two cribs, a play yard, and baby changing station, additional age appropriate toys, and a wall mounted television. The bathroom was observed to be clean with an operable sink, faucet and toilet. The outdoor play area was observed to have perimeter fencing, outdoor play equipment, and a tetherball pole. leading to the pool. Per licensee, the detached garage is used for storage and partially as a pool house. The pool house is only accessible though the mesh fence surrounding the entire pool. LPA observed the pool to have a mesh fence with posts cemented into the ground. LPA measured the fence to be 5 feet 1 inch high with two gaps in the fence measuring 1 and 1/2 inch. LPA did not observe any part of the mesh fence to be climbable and the pool can be observed through the fence. The pool was observed with a self closing gate and a latch located at the top. The latch is only accessible to open with a key. Per licensee, the space outside the mesh fence is off limits to children in care. Access to the outdoor play area is located at the front of the home. Children and staff will only use the off-limit space in front of the pool in case of emergency evacuation.

Areas that will be used by children were inspected for safety, comfort, cleanliness. A retractable mesh gate was observed at the base of the stairs and at the entrance of the hallway. A tension gate was observed at the entrance of the bedroom designated for children and at both entrances of the kitchen/dining area. LPA observed operable telephone service, air conditioning (central) and heating (central). Detergents, cleaning compounds and hazardous items that can pose a danger to children are made inaccessible in locked closet located in the off limits hallway. The licensee understands that any poisons must be locked, not just made inaccessible. Per licensee there are no pets, there are no firearms or weapons stored in the home. LPA observed that the licensee has a 2A10 BC fire extinguisher in the home, service tag dated 09/05/23. Smoke and carbon monoxide detectors were tested and are operable. The licensee states that she provides food for children in care. Any food brought from the children’s homes shall be labeled with child’s name and properly stored or refrigerated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

LPA advised the licensee how to access forms, regulations and quarterly updates on the Child Care Licensing website at: www.cdss.ca.gov

Licensee is requesting a capacity increase to a large family child care license. Fire clearance was approved on 02/05/24.

A large family childcare license may be granted upon Licensing Program Manager (LPM) Approval. Once licensed, the licensee is required to comply with the terms and limitations stated on the license.

A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
