Licensing Program Analysts (LPAs) Alicia Mooberry conducted an unannounced Case Management inspection on this date 05/05/23. Inspection was conducted in Spanish with Licensee, Luisa Navarro. The Licensee is requesting to increase capacity a Large Family Child Care Home with a capacity of 12-14 children. A fire clearance was granted on 04/18/23. LPA observed that the licensee has installed a portable alarm on wall by the kitchen and in the playroom. Exit signs at the front door and exiting the playroom. Door alarms have been installed on the sliding glass doors in the living room and master bedroom
leading to the back yard, and are in good repair and operable. In addition the facility has house alarm that sound alert when doors and windows open.

There were five (5) children present, including three (3) infants. Also present was Guadalupe Sarabia, Assistant. All adult present have received the required background clearance for a family daycare home.

This is a one-story home which consists of 4 bedrooms, 3 bathroom, living room, dining area, kitchen, laundry room, attached garage (converted to childcare activity room).

Areas used by children include: Living room, dining room, kitchen, bedroom 2 (next to master bath), bathroom in the hallway next to bedroom 2, bathroom in the hallway by the dining room, attached garage, side and back yard. The garage is accessed via hallway by laundry area

Areas off limits include: Master bedroom, bathroom in master bedroom, bedroom 3 and bedroom 4 (by the garage), pool.

LPA inspected the pool during a pre-licensing inspection on 12/29/22. The pool is surrounded by mesh fence that does not obscure the pool from view. The fenced is at least five feet tall and in good repair. LPA observed a locked gate, self latching and self closing. There are no openings between the mesh panels that exceed four inches. Licensee agrees that fencing will remain in place whenever licensed care is provided, and so long as the mesh fence makes the swimming pool inaccessible to children as determined by licensing staff.

Smoke and carbon monoxide detectors were tested and are operable. The required 2A10BC Fire extinguisher was observed in the living room as well as the kitchen. The home is observed to be clean and orderly. There are toys and other age appropriate material available for children. LPA observed that detergents, cleaning compounds are in the kitchen and laundry cabinets inaccessible to children.

LPA discussed the following:


The licensee shall be present in the home and shall ensure that children in care are supervised at all times. Temporary absences shall not exceed 20 percent of the hours that the facility is providing care per day.

Capacity limitation of a Large FCC and provided capacity worksheets for large child care homes.

Licensee provided proof of current licensing fees. LPA observed that the fireplace located in the living room (daycare area) has a barrier, LPA recommended to be secured to the wall to ensure inaccessibility to children in care. Based on today’s observation a capacity increase will be granted upon Licensing Program Manager (LPM) approval.

At this time, the facility is in compliance with California Title 22 Regulations. No deficiencies cite.

The Notice of Site Visit (LIC 9213) – must remain posted for
30 days.
