Licensing Program Analyst (LPA) Alicia Mooberry conducted a Pre-licensing Inspection on this date. Upon arrival at at 9:30am, LPA met with Bionka Rowles and Brandon Rowles, Applicants, who are applying for a Large Family Child Care license. Fire inspection was granted on 04/19/2023. This is an application for a change in location, previous facility license is 198400154. Bionka Rowles provided tour of facility. LPA explained the purpose of inspection and provided the Prelicensing Checklist, LIC 9280. LPA inspected rooms/areas on the facility sketch in which child-care services will be provided and to which children have access, as well as off limit areas. Per licensee the hours of operation are Monday-Sunday 6:00am-6:00pm. The Applicant will offer overnight care from 6pm-6:00am Monday-Sunday. LPA discussed overnight care regulations. All adults present have been cleared and associated. Individuals residing in the home were discussed and noted.

This is a two level facility is located in the front home of a duplex. There is a second unit with a different address in the rear of the property. The home consists of consists of 5 bedrooms, three bathrooms, kitchen, living/dining area, laundry.

Per licensee, the areas used by children include: Dining room and living room (main daycare area), bedroom and bathroom on the first floor.


Off limit areas are: Second level (4 bedrooms and 2 bathrooms), kitchen, back yard and front yard. Areas that are used by children were inspected for safety, comfort, cleanliness, telephone service, ventilation and heating. LPA observed safety gate at the entrance to the kitchen and at the base of the stairs going to the second level. Rooms that are off-limits need to be made inaccessible during operating hours. The licensee does understand that licensing staff may have access to off-limit areas during inspection visit if necessary.

LPA observed the facility license posted in the living room. required posted documentation in a location visible to parent/guardians of children in care. Including Publication (PUB) 394- Notification of Parent Rights and Licensing Form (LIC) 9148- Earthquake Preparedness form. LPA observed completed facility records including; LIC 9040- Facility Roster, LIC 610- Facility Disaster Plan.

The home was observed to be clean and orderly. LPA observed age appropriate toys and learning materials in the daycare area. First Aid and emergency supplies are mounted in the available located .

LPA observed the required 2A10 BC fire extinguisher in the kitchen, with purchase service tag of 1/10/23. Applicant was reminded that fire extinguishers need to be purchased or serviced yearly. Smoke and carbon monoxide detectors were tested and are operable. The home has central air and heating.

The applicant states that meals will be provided by facility and parents will also have the option to bring food from home. Applicant was informed that any food brought from the children’s homes must be labeled with child’s name and properly stored or refrigerated.

The applicant has completed the required Health and Safety Training, Nutrition, and Lead Training, Mandated Reporter Training and Pediatric First Aid/CPR expire on 11/2024. Required immunization's are current.


Per Applicant, there are no weapons or firearms in the facility. Applicant has no pets at this time.

Per applicant, the children will be transported to the park for outdoor play time, the applicant provided a plan of safety and supervision. The attached garage in the was observed to be locked and is utilized storage. Safe and age appropriate toys were available. There are no bodies of water on the premises.

LPA reviewed with applicant the LIC 311D, Forms/Records To Keep In Your Family Child Care Homes, children’s forms/records, facility forms/records, and information to be posted

LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource.


LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information , see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Applicant was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

-In the absence of the licensee a qualified adult must be present supervising the children; a qualified adult is an individual who has a valid and current adult/infant CPR & Pediatric First Aid certification, TB clearance, immunization, Mandated Reporter training certificate www.mandatedreporterca.gov, and a valid criminal record clearance associated to the facility license.

-A current roster of children enrolled must be available and maintained for a period of three years, even after children are no longer attending the facility.


-Unusual incident or any changes will be reported to Licensing within 24 hours and an LIC 624B will be submitted within 7 days.
LPA advised the applicant how to access forms, regulations and quarterly updates on the Child Care Licensing website at: www.ccld.ca.gov.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platform.

Per applicant, there are no dual licenses at this address. Applicant’s email address was obtained during this inspection. The applicant was advised that email may be public information.



A Large family childcare license will be granted upon completion of all required documentation and corrections. Once licensed, the applicant is required to comply with the terms and limitations stated on the license.
