Licensing Program Analysts (LPAs) Alicia Mooberry and Portia Bowden conducted a Required Annual Inspection on this date. Upon arrival at 9:15am LPAs met with Bionka and Brandon Rowles. LPA explained the purpose of inspection and provided the inspection Entrance Checklist, LIC 126. LPA inspected rooms/areas on the facility sketch in which child-care services are provided and to which children have access.Per licensee the hours of operation are Monday-Sunday 6:00am-6:00pm. The Applicant will offer overnight care from 6pm-6:00am Monday-Sunday. LPA discussed overnight care regulations. All adults present have been cleared and associated. Individuals residing in the home were discussed and noted.

This is a two level facility is located in the front home of a duplex. There is a second unit with a different address in the rear of the property. The home consists of consists of 5 bedrooms, three bathrooms, kitchen, living/dining area, laundry.

Per licensee, the areas used by children include: Dining room and living room (main daycare area), and bathroom on the first floor.

Off limit areas are: Second level (4 bedrooms and 2 bathrooms), kitchen, back yard and front yard. Areas that are used by children were inspected for safety, comfort, cleanliness, telephone service, ventilation and heating. LPA observed safety gate at the entrance to the kitchen and at the base of the stairs going to the second level. Rooms that are off-limits need to be made inaccessible during operating hours. The licensee does understand that licensing staff may have access to off-limit areas during inspection visit if necessary.

LPA observed the facility license, Publication (PUB) 394- Notification of Parent Rights and Licensing Form (LIC) 9148- Earthquake Preparedness form posted in wall. Licensee was advised to post the required posted documentation in a location visible to parent/guardians of children in care. LPA reviewed completed facility records including LIC 9040- Facility Roster, LIC 610- Facility Disaster Plan.

Smoke and carbon monoxide detectors were tested and are operable. Fire extinguisher indicated fully charged and was serviced on 9/2023, Licensee was reminded that fire extinguisher needs to be serviced yearly. The home maintains telephone service via cell phone/LAN line. The home is observed to be clean and orderly. There are toys and other age-appropriate material available. LPA observed that cleaning compounds are in kitchen inaccessible to children in care. The bathroom that children use is in hallway and observed to be clean and free of hazards.

Licensee states that there are no poisons stored in the home and understands that all poisons must be lock, not only inaccessible to children. LPA discussed regulation for weapons in the home.



Isolation area for ill children waiting to be picked up is in the living room/daycare area, supervised and away from the other children.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

The facility transports children to and from school. LPA discussed the safety while driving and never leave a child in the car unattended at any time. The facility does not have a pool or similar bodies of water. There are no pets in the home.



LPA discussed with licensee reporting requirements including any changes to the facility sketch. During this inspection LPA received an updated facility sketch to place bedroom by the daycare off limits to children in care. -------------------Page 2 – Report Continues

Licensees and Children’s records were reviewed and found to be complete.

Licensees were reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

No deficiencies were cited during this inspection.

Licensees were informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, the licensee, confirmed that there are no Registered Sex Offenders (RSO) living in the facility and LPA completed the RSO search in Megan’s Law Website.

A notice of site visit was given and must remain posted for 30 days.
