Licensing Program Analyst (LPA) T. Tran arrived at 1219 Rosecrans Ave Compton CA, 90222 to conduct an announced prelicensing inspection. LPA met with applicant/owner Gwendolyn Bias, who provided a tour of the facility. Applicant applying for preschool license with the capacity of 50 children with Infant license on the premises (198400835). The fire inspector has approved for the above capacity requested. The hours of operation are Monday-Friday; 2:00AM. to 6:00 P.M. The facility have sufficient indoor and outdoor space with toilets and sinks to accommodate the 50 children.
LPA observed all posting requirements for operation on the posting board LIC 203A-License, LIC 610 A-Emergency Disaster Plan, LIC 9148-Earthquake Preparedness Check List, PUB 394-Notification of parent’s rights poster, LIC 613A- Personal Rights, PUB 269- Child Car Seat Law, Menus, and Activity Schedule.
LPA inspected the furniture and equipment for age appropriateness and good repair. Telephone service, heating, lighting and ventilation were evaluated. Individual storage for children's belongings and learning materials was observed. Isolation area located at the staff's space. Children napping equipment observed to be in good condition. Age appropriate sinks and toilets were inspected for availability, good repair, water temperature, toilet paper, paper towels, area safety and sanitation. All classrooms have trash can with tight lids, first aid supplies, smoke detectors; carbon monoxide/fire extinguishers were observed. Per staff, the facility frequently cleaned and disinfected all high-touch surfaces, including toys and learning materials. The facility provided breakfast, lunch, and snack. All food items are cook here at the site. Kitchen area will not be accessible to children in care. Cleaning supplies shall be kept out of reach of children and will be stored separately and away from food.There is hot and cold running water in the kitchen area. Refrigerator is clean and operating at the proper temperatures. Facility is reminded that smoking is prohibited on the premises.
Multiple play yards observed for each program. Outdoor play area was inspected for free of hazards and inaccessibility to bodies of water. Equipment was inspected for safety, cushioning material, good repair and age appropriateness. LPA observed playa ground located at side yard and front yard has inappropriate play structure for preschool children. Owner agrees to have it remove and then send picture to LPA by 9/29/23 in order to review a regular license.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Facility was informed of responsibility to report suspected Child Abuse by calling the Child Abuse Hotline at 1-800-540-4000. Also call the Community Care Licensing office and follow up with a written Unusual Incident/Injury Report (LIC 624B).
LPA advised to read the Child Care quarterly updates every season as the come out to stay informed of any changes or updates to the regulations and PINs. LPA informed the Child Care Advocate Program (CCAP) provide many other helpful resources to the licensees and the public. Visit www.cdss.ca.gov to receive important updates.
LPA informed the effects of lead exposure for children between ages 1-6 years old are the most at risk for lead poisoning. A copy of lead exposure was provided.
To improve the quality and value of the new inspection process, a survey will be sent to the email address provided. Please complete the survey and share your inspection experience. Facility representative was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
Children's Records are to be maintained by the facility and must contain the following:
Identification and Emergency Information - Child Care Centers (LIC 700).
Child's Preadmission Health History - Parents’ Report (LIC 702).
Child's Preadmission Health Evaluation if not enrolled in a public or private elementary school - Physician's Report (LIC 701).
Consent for Medical Treatment (LIC 627).
California School Immunization Records (“blue cards”, PM 286) for non-school-age children.

Licensee shall maintain Administrative Records which shall have the following:
Written inspection procedures for accepting children on a daily basis.
Sign-in/sign-out sheets kept for current 30 days, or approved waiver to use electronic pin system.
Admission policies, including admission criteria, ages of children who will be accepted; medical assessment requirements; program activities, supplemental services, if any; field trip provisions, transportation arrangements, food service, if any.
Designation of Facility Responsibility (LIC 308).
Personnel Report (LIC 500) showing current roster.
Licensee affidavit regarding persons exempt from fingerprint requirements (Use back of LIC 500).
Emergency Disaster Plan (LIC 610) (a posting requirement; see below) with verification that disaster drills are conducted every six months. Documentation of drills shall be maintained for at least one year.
Up-to-date list of qualified teacher substitutes.
Documentation of exceptions and waivers: Facility Waiver Request (LIC 956) and Exception/Exemption Request (LIC 971).
Annual licensing reports and substantiated complaints from the last three years (must be available at the center for public review). And a Child Care Facility Roster (LIC 9040).
The applicant was advised to access the Licensing website at ccld.ca.gov to obtain information about the most recent regulatory changes, and especially the Quarterly Updates.
The licensee was informed about the Healthy Schools Act and the required training to be completed.
Senate Bill 792 was discussed pertaining the requirement of immunization for staff working at child care
As of 9/11/23, facility is granted with provisional license to serve 50 children until the play yard structures were removed then regular license will be issued. In the meantime, outdoor yards are off-limits to all children in care. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the facility representative Gwendolyn Bias.
